Job Description:

Parsons is looking for an amazingly talented Senior Project Quality Specialist to join our team!

What You’ll Be Doing

  • Support the implementation and continuous improvement of the Project Quality Management System (QMS).

  • Monitor compliance with the Project Quality Plan, quality procedures, specifications, standards, and contractual requirements.

  • Provide specialist quality support to Engineering, Design, Construction, Procurement, Commissioning, and Project Management teams.

  • Review and monitor project quality procedures, Inspection and Test Plans (ITPs), Method Statements, checklists, and inspection requirements.

  • Ensure quality requirements are clearly defined and incorporated into project execution strategies and work packages.

  • Conduct quality surveillance, inspections, audits, and compliance assessments across project activities.

  • Monitor the implementation of approved quality processes by Contractors, Subcontractors, Consultants, and Suppliers.

  • Review quality documentation and verify that required inspections and tests are properly planned and executed.

  • Monitor quality records, inspection reports, test results, material approvals, certificates, and other quality documentation.

  • Identify quality risks, trends, recurring deficiencies, and potential non-conformances.

  • Review and monitor Non-Conformance Reports (NCRs), observations, deficiencies, and corrective actions.

  • Support root cause analysis for significant and recurring quality issues.

  • Develop and monitor corrective and preventive action plans.

  • Verify the effectiveness of corrective actions prior to closure.

  • Conduct internal quality audits and support Client, Consultant, and external audits.

  • Prepare audit plans, checklists, reports, findings, and corrective action trackers.

  • Monitor timely closure of audit findings and quality observations.

  • Review Contractor and Subcontractor Quality Management Systems and project quality plans.

  • Participate in quality assessments of Contractors, Subcontractors, Suppliers, and specialist vendors.

  • Review quality-related technical submissions, procedures, inspection plans, and project documentation.

  • Monitor quality performance indicators and identify areas requiring improvement.

  • Develop quality dashboards, reports, and performance summaries.

  • Analyze quality data and trends to identify systemic issues and improvement opportunities.

  • Provide regular quality performance updates to the Project Quality Manager and Project Management.

  • Support quality awareness programs, training sessions, workshops, and lessons-learned activities.

  • Promote a proactive quality culture throughout the project.

  • Participate in quality and technical meetings with Client, Consultant, Contractors, and project stakeholders.

  • Support investigation of major quality failures, defects, and recurring non-conformances.

  • Ensure quality lessons learned are captured, documented, and incorporated into project processes.

  • Support project closeout and handover by ensuring quality records and dossiers are complete and compliant.

Engineering & Design Quality Responsibilities

  • Monitor implementation of quality assurance processes for engineering and design activities.

  • Review engineering and design deliverables for compliance with project quality requirements.

  • Support audits of Lead Design Consultants and specialist design consultants.

  • Monitor design checking, verification, review, and approval processes.

  • Track design quality comments, observations, and corrective actions.

  • Verify that design changes are properly reviewed, approved, documented, and controlled.

  • Support multidisciplinary design quality reviews and technical audits.

  • Monitor compliance of engineering deliverables with applicable codes, standards, Client requirements, and approved design criteria.

  • Identify recurring design quality issues and coordinate appropriate corrective and preventive actions.

  • Support quality reviews of technical submissions, calculations, specifications, drawings, and engineering deliverables.

Construction Quality Responsibilities

  • Monitor implementation of construction quality requirements across site activities.

  • Conduct surveillance inspections of critical and high-risk construction activities.

  • Review ITPs, Method Statements, WIRs, MIRs, test reports, inspection records, and quality documentation.

  • Verify that required inspections and tests are completed before subsequent activities proceed.

  • Monitor material approval, delivery, inspection, storage, traceability, and testing.

  • Monitor Contractor and Subcontractor QA/QC performance.

  • Review trends in NCRs, rejected inspections, test failures, rework, and recurring defects.

  • Support investigation of construction defects and quality failures.

  • Coordinate with Construction and QA/QC teams to ensure timely resolution of quality issues.

  • Verify implementation of corrective actions and preventive measures.

Airport / Infrastructure & Airfield Responsibilities

  • Support quality management across airport terminals, airfield infrastructure, runways, taxiways, aprons, roads, utilities, MEP systems, district cooling, and external works.

  • Monitor quality requirements associated with critical airport and airfield systems.

  • Support audits and surveillance activities for specialist aviation, infrastructure, and building works.

  • Ensure quality requirements for airside and landside works are properly implemented.

  • Support quality assurance for phased construction and complex multidisciplinary interfaces.

  • Monitor compliance with project-specific airport, aviation, infrastructure, authority, and Client requirements.

  • Support quality management during testing, commissioning, integrated systems testing, and handover.

Quality Assurance & Audit

  • Develop and implement quality audit and surveillance programs.

  • Conduct process, system, and compliance audits.

  • Review Contractor and Consultant compliance with approved quality procedures.

  • Identify systemic quality weaknesses and recommend improvement measures.

  • Monitor audit findings and corrective action closure.

  • Verify that corrective actions address the root cause rather than only the immediate issue.

  • Support management reviews of project quality performance.

Quality Performance & Reporting

  • Develop and maintain project quality dashboards and performance reports.

  • Monitor key quality indicators, including:

    • NCRs

    • Quality Observations

    • Audit Findings

    • First-Time Pass Rate

    • Inspection Performance

    • Test Failures

    • Rework

    • Corrective Action Closure

    • Material Rejections

    • Recurring Defects

  • Analyze quality trends and identify areas requiring management intervention.

  • Prepare weekly and monthly quality reports.

  • Provide early warning of significant quality risks and potential impacts on project delivery.

  • Present quality performance and improvement recommendations to Project Quality Management and senior leadership.

Quality Improvement

  • Promote proactive quality management and prevention rather than reactive inspection.

  • Identify opportunities to improve project quality processes and controls.

  • Develop quality improvement initiatives based on project trends and lessons learned.

  • Support quality training and awareness programs.

  • Share lessons learned across disciplines, Contractors, and project teams.

  • Support implementation of digital quality management and reporting tools where applicable.

What Required Skills You’ll Bring

  • Bachelor's Degree in Engineering, Construction Management, Quality Management, or a related discipline.

  • Minimum 10 years of relevant experience in project quality management, QA/QC, quality assurance, or quality control.

  • Strong experience on major construction, infrastructure, airport, or multidisciplinary projects.

  • Proven experience implementing and monitoring Project Quality Management Systems.

  • Strong experience in quality audits, inspections, NCR management, corrective actions, and quality performance monitoring.

  • Experience working with Clients, Consultants, Contractors, Subcontractors, and specialist vendors.

  • Strong knowledge of ISO 9001 and quality management principles.

  • Strong understanding of engineering, design, construction, and commissioning quality processes.

  • Experience with ITPs, Method Statements, inspection procedures, testing, and quality documentation.

  • Experience on airport / airfield projects is highly desirable.

  • ISO 9001 Lead Auditor or equivalent certification is preferred.

  • Professional engineering or quality certification is an advantage.
