Job Description:
Parsons is looking for an amazingly talented Senior Project Director (Roads) Civils & Structures to join our team! This role is a senior leadership role within the Roads/Highways team. You will be accountable for the planning, management, and successful delivery of the Ring Road and associated civil and structural works that form the backbone of the transportation network.
This role ensures all RCS sector projects within the Ring Road scope are delivered on time, within budget, and to the highest safety and quality standards, fully aligned with the overall development vision for an innovative, integrated, and future-ready destination.
What You'll Be Doing;
- Provide overall strategic direction for the Ring Road RCS Sector, ensuring alignment with the wider development goals, mobility strategy, and programme objectives.
- Translate strategic goals into clear, deliverable project scopes, phasing plans, and performance targets for roads, civils, and structures.
- Drive continuous improvement, innovation, and value creation in design, construction methodology, and lifecycle performance.
- Oversee the complete lifecycle of Ring Road projects: planning, concept design, detailed design, procurement, construction, commissioning, and handover.
- Ensure that design and construction activities meet technical standards, regulatory requirements, and long-term operational needs.
- Coordinate the integration of roads, bridges, tunnels, retaining structures, drainage, and utility corridors with other assets and sectors within the development.
- Lead multidisciplinary project teams, including engineering, planning, procurement, contracts, construction management, and quality/HSE specialists.
- Coordinate effectively with internal departments (e.g., Master Planning, Mobility, Utilities, Real Estate, Operations) to manage interfaces and dependencies.
- Manage external partners, including consultants, contractors, suppliers, and technical advisors, ensuring performance against contractual and technical obligations.
- Own and manage large-scale project budgets for the Ring Road sector, including cost planning, monitoring, and forecasting.
- Oversee programme development and schedule control, ensuring key milestones and completion dates are achieved.
- Lead contract strategy and negotiations, including packaging, tender evaluations, awards, variations, and claims management.
- Optimize resource allocation (internal and external) to achieve efficiency, productivity, and cost-effectiveness.
- Engage with relevant governmental and regulatory bodies to secure approvals, permits, and licenses required for roads, civils, and structures.
- Ensure all projects comply with applicable regulations, international standards, and internal guidelines and policies.
- Anticipate and manage regulatory risks, ensuring timely submission of documentation and proactive stakeholder coordination.
- Establish and enforce robust quality assurance and quality control processes for design and construction.
- Ensure strict adherence to Health, Safety and Environment (HSE) standards across all Ring Road works.
- Conduct regular site and design reviews, audits, and inspections, implementing corrective and preventive actions as necessary.
- Promote a culture of safety, responsibility, and continuous learning within project teams and contractors.
- Lead comprehensive risk identification, assessment, and mitigation for technical, schedule, commercial, and interface risks.
- Develop and maintain risk registers and contingency plans, including alternative phasing or design solutions where required.
- Escalate critical risks and issues to senior leadership with clear analyses and recommended actions.
- Act as a key point of contact for Ring Road RCS projects with internal and external stakeholders.
- Maintain strong communication with clients, government entities, community representatives, and other stakeholders.
- Support community engagement and feedback mechanisms related to project impacts, access, and long-term operations.
- Provide regular, concise reporting to senior leadership on progress, risks, decisions, and strategic implications.
- Mentor, coach, and develop project management and engineering staff, building a high-performing team culture.
- Set clear individual and team objectives, monitor performance, and support professional growth.
- Foster a culture of excellence, collaboration, integrity, and safety throughout the RCS Sector.
What Required Skills You'll Bring;
- Bachelor’s degree in Civil Engineering or a closely related discipline.
- Master’s degree in Engineering, Project Management, or a related field is preferred.
- Minimum of 20 years of experience in roads/highways or heavy civil infrastructure project management, with significant leadership responsibility.
- Proven track record in delivering large-scale, complex infrastructure projects from inception through to completion, ideally within a client, developer, or major contractor environment.
- Demonstrated experience in managing major road networks, interchanges, bridges, and associated civil and structural works.
- Strong understanding of international and local standards, permitting processes, and regulatory frameworks in infrastructure.
- Strong leadership and team management capabilities with the ability to lead multi-disciplinary and multi-cultural teams.
- Excellent stakeholder engagement, communication, and negotiation skills, including managing consultants, contractors, and government agencies.
- Proficiency in project management tools, methodologies, and reporting practices (e.g., schedule management, cost control, risk management).
- Solid commercial acumen with experience in contract strategy, claims management, and value engineering.
- Strategic thinking and problem-solving skills, with the ability to balance long-term objectives and day-to-day execution.
- High level of integrity, resilience, and adaptability in a fast-paced, evolving project environment.
