Job Description:
Senior Project Controls Engineer
Abu Dhabi, UAE
Parsons is looking for an amazingly talented Senior Project Controls Engineer to join our team! The ideal candidate will get to work on both project controls functions and community annual budgets and forecasts, supporting effective planning, monitoring and reporting.
What You'll Be Doing:
Client Role
Assist the PM and take the lead in preparing the community annual budgets and forecasts (service charges, insurances, CAPEX, OPEX).
Prepare the yearly community charge budget schedule, invoices to plot owners, and invoice status reports.
Assist the Client in following up on payments, as required.
Identify and report variances between budget and actuals on an annual basis.
Assist the PM and take the lead on the yearly community audit by preparing the actual community charge schedule, supported by O&M provider invoices and copies of the respective contracts; provide cost breakdowns to support service charge calculations, including interfacing with the external auditor.
Maintain a log of all service contracts, renewals, and variations, and track all community-related costs (FM contracts, community art, audit, security, cleaning, etc.).
Review and validate vendor/service provider invoices against contracts and LPOs and prepare payment recommendations.
Monitor cost trends and recommend savings or re allocations.
Track change requests/VOs and their cost/time impact.
Highlight financial and schedule risks (e.g., cost overruns, expiring contracts, underfunded items).
Assist the Client with the procurement process, including preparing the scope of works, responding to bidders’ queries, and performing the technical and commercial evaluation.
Assist the Client in preparing contracts and variation orders for service providers.
Internal / Management Role
Assist the PM in the preparation and submission of the project control statement.
Prepare monthly invoices.
Prepare, and assist the PM in preparing, procurement documents for any vendor/sub consultant engagements.
Prepare, and assist the PM in preparing, all reports required by management, including project review presentations.
What Required Skills You'll Bring:
Bachelor’s Degree in engineering, Quantity Surveying, Construction Management, Finance, or a related field.
Minimum 8 years of relevant work experience. Prior Abu Dhabi experience will be an advantage.
Strong project controls skills in budgeting, forecasting, cost control and variance analysis.
Good understanding of CAPEX/OPEX and basic community / FM cost structures (contracts, utilities, service providers).
Good knowledge of contracts and commercial terms, including variations and payment provisions.
Ability to review and validate invoices against contracts and purchase orders and prepare payment recommendations.
Advanced MS Excel skills and proficiency in MS Office
Strong analytical and numerical skills, with a close attention to detail and a high level of accuracy
Clear written and verbal communication skills, able to present financial information.
Be able to manage multiple tasks, deadlines and reporting requirements.
Preferably based in Abu Dhabi/UAE to attend in-person client interviews.
What Desired Skills You'll Bring:
Experience dealing with external auditors on community or service charge audits.
Experience with community / master community / estate management projects, preferably in the UAE or GCC.
Familiarity with service charge budgeting, community audits, and owner association requirements.
Exposure to FM contracts and lifecycle planning (utilities, security, landscaping, major maintenance).
Previous experience working with major developers or asset owners (government or semi‑government) is an advantage.
