Job Description:

Senior Planning Engineer

Qatar

Parsons is looking for an amazingly talented Senior Planning Engineer to join our team! In this role, you will be part of the shared services team, providing all necessary planning and scheduling support to the construction supervision team across large infrastructure projects. You will review and approve contractors’ work programs, monitor construction progress, support the development of recovery schedules in case of delays, and participate in the assessment and analysis of time-related claims.

What You’ll Be Doing

  • Providing planning and scheduling support required for the execution of design and construction projects, overseeing assigned engineering construction programs.
  • Reviewing and approving contractors’ baseline and updated work programs, including all narratives and supporting information, and providing detailed analysis and findings.
  • Using the latest versions of Primavera Project Management (P6) and Primavera Web Scheduling software to monitor and review baselines, updated project schedules, and project costs.
  • Ensuring the use of standardized forms and reports (e.g., client-standard formats) within Primavera Contract Management (Expedition).
  • Verifying actual progress on site and comparing performance against original plans and approved schedules.
  • Monitoring, adjusting, and updating cost plans and cash flows, and consolidating results in monthly reports.
  • Implementing and maintaining Earned Value Management (EVM) systems on projects to track schedule and cost performance.
  • Performing Extension of Time (EOT) assessments and preparing recommendation reports, including analysis of delays and entitlement.
  • Participating and coordinating with contractors to produce recovery work programs and mitigation plans in case of delays.
  • Participating in the assessment and analysis of time-related claims and providing planning input to commercial/claims teams.
  • Developing, implementing, and maintaining scheduling and project controls functions across all project stages (design, construction, testing, commissioning, and close-out).
  • Ensuring planning and scheduling activities comply with project objectives, client requirements, and internal procedures.

What Required Skills You’ll Bring

  • Bachelor’s Degree Civil Engineering or a relevant Engineering discipline from an accredited institution.
  • Certification/training in planning and scheduling of projects, and in the use of Primavera applications (Primavera Project Management P6 and Primavera Contract Management / Expedition), and cost engineering.
  • 14 years of total experience in large infrastructure projects (roads, sewer, surface water, potable water), including a minimum of 5 years in a similar senior planning role with an engineering consultancy, supervision consultant, or project management consultancy.
  • Extensive knowledge and experience in project planning, budgeting, cost phasing, and control from project initiation to close-out, utilizing computer-based systems (Primavera P6 & Primavera Contract Management) as part of integrated project services for multiple concurrent projects.
  • Completion of at least one project in the same role that is comparable in complexity and size to current projects.
  • Basic engineering knowledge in electrical, mechanical, civil, or a related field.
  • Proficient PC skills, including strong working knowledge of Microsoft Office, Primavera Project Management / P6, Primavera Contract Management / Expedition, and Power BI.
  • MMUP / MME/ UPDA certification is a must.

What Desired Skills You’ll Bring

  • Regional experience in Qatar/GCC, with familiarity in client procedures and local authority requirements, is preferred.
  • Ability to assess complex project schedules, identify potential risks, and develop effective mitigation strategies to keep projects on track.
  • Expertise in managing project planning across various stages (design, construction, close-out) and balancing scope, cost, and schedule.
  • Strong ability to clearly communicate project status and planning insights to senior management and stakeholders, including preparation of detailed reports and presentations summarizing project performance.
  • Ability to analyze planning-related engineering challenges and propose actionable solutions aligned with project objectives.
