Job Description:

Parsons is seeking a highly skilled Senior Operational Control System (OCS) / SCADA Engineer to lead the design, implementation, integration, and maintenance of OCS and SCADA systems for a major rail/metro project in the UAE. This role is crucial in ensuring the seamless operation, real-time monitoring, and system-wide control of railway operations, enhancing safety, efficiency, and performance.

As a Senior OCS/SCADA Engineer, you will be responsible for managing system architectures, developing functional specifications, overseeing integration with railway subsystems, and ensuring compliance with international safety and cybersecurity standards. You will collaborate with multi-disciplinary engineering teams, contractors, and stakeholders to optimize operational performance and guarantee reliable and secure control systems within the railway network.

What You'll Be Doing:

  • Develop and review designs for OCS/SCADA systems, ensuring they meet operational and safety requirements.

  • Configure and implement OCS for train monitoring, scheduling, and control.

  • Define technical specifications and system requirements for OCS and SCADA subsystems, focusing on automation and real-time data exchange.

  • Ensure seamless integration of OCS/SCADA with signaling, power supply, communications, and other metro systems.

  • Develop data exchange protocols for real-time monitoring, alerts, and command execution.

  • Lead the development and execution of test plans for OCS/SCADA, including Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and system commissioning.

  • Validate system performance against operational scenarios, ensuring compliance with project specifications.

  • Conduct system-level integration tests to verify the functionality of interconnected systems.

  • Implement and monitor OCS/SCADA system performance, diagnosing and resolving issues to ensure optimal operation.

  • Develop maintenance strategies to minimize downtime and maximize system reliability.

  • Identify and propose system upgrades or enhancements based on emerging technologies or operational feedback.

  • Ensure that OCS/SCADA systems meet relevant international standards such as IEC, IEEE, and EN.

  • Address safety, cybersecurity, and operational risks, ensuring compliance with applicable safety and security protocols.

  • Prepare and maintain detailed documentation, including designs, test procedures, and as-built records.

  • Provide training and support to operational staff on OCS/SCADA systems functionality and troubleshooting.

What Required Skills You'll Bring:

  • Bachelor’s degree in Electrical Engineering, Control Systems, Automation, Computer Science, or a related discipline.

  • A Master’s degree in Control Systems, Railway Automation, or Industrial Engineering is preferred.

  • 15+ years of experience in SCADA, operational control systems, or railway automation, with at least 5 years in a metro/railway infrastructure project.

  • Strong expertise in SCADA software platforms (such as Siemens, ABB, GE, Schneider Electric, or Honeywell SCADA systems).

  • In-depth understanding of Railway Operational Control Centers (OCC), Train Control Systems (TCS), and Power SCADA solutions.

  • Proficiency in real-time monitoring, remote control systems, and industrial communication protocols (Modbus, IEC 61850, DNP3, OPC, etc.

  • Familiarity with cybersecurity standards for industrial control systems, including firewall configurations, network security, and encryption techniques.

  • Strong knowledge of railway system integration, control logic, and failure diagnostics.

  • Experience in conducting FAT, SAT, and system commissioning for large-scale railway control networks.

  • Ability to apply principles of logical or scientific thinking to a wide range of support function problems.

  • Ability to function in a multi-organizational environment by developing relationships that comply with the client’s proactive, collaborative culture.

  • Strong leadership and decision-making skills, with the ability to manage complex control system challenges.

  • Exceptional stakeholder engagement abilities, capable of presenting technical solutions to senior management.

  • Adaptability and resilience, with a proactive approach to troubleshooting and performance enhancement.

  • Attention to detail, ensuring compliance with technical specifications, industry standards, and operational best practices.
