Job Description:
Parsons is looking for an amazingly talented Senior Material Engineer to join our team in Qatar! In this role, you will lead the review, approval, inspection and testing of construction materials on a major roads, infrastructure and drainage programme. The works include roads, utilities, earthworks and ground improvement, deep drainage networks, microtunnelling, pump stations, attenuation tanks, emergency flood areas, rising mains and associated structures.
What You'll Be Doing:
Lead the consultant-side materials engineering function and coordinate the review, approval, inspection and testing of construction materials across both work packages.
Review Contractor material submittals for compliance with the approved vendor list, contract specifications, drawings, applicable standards and Authority requirements.
Confirm that proposed materials satisfy project requirements and that local materials are considered where available and compliant with the specifications.
Review material-related method statements, Inspection and Test Plans, sampling procedures, testing frequencies, inspection requests and supporting technical documentation.
Coordinate and witness material sampling, laboratory testing, field testing, Factory Acceptance Testing and Site Acceptance Testing where required by the contract.
Verify that inspections and tests are undertaken at the specified frequency and that the results demonstrate conformity with the contract requirements.
Review test results and technical data for materials used in roads, pavements, earthworks, engineered fill, ground improvement, drainage, utilities, microtunnelling, pump stations, attenuation tanks and associated structures.
Coordinate with the Quality Manager, Resident Engineers, discipline engineers, inspectors, laboratories, Contractor and suppliers on material approvals and technical issues.
Monitor the performance, documentation and reporting of approved testing laboratories and ensure that test records are complete, traceable and properly maintained.
Identify non-compliant materials or testing practices, recommend appropriate action, and support the issue and close-out of Non-Conformance Reports and Corrective Action Requests.
Maintain material approval registers, testing schedules, inspection records, test-result trackers and other materials documentation required for reporting and handover.
Provide materials input to quality reports, KPI monitoring and management reviews, including the status of material submittals, testing frequencies, FAT and SAT activities.
Carry out site and supplier inspections where required to verify material sources, storage, handling, production and compliance with approved submissions.
Provide specialist technical advice to the supervision team on material selection, acceptance criteria, test interpretation and proposed corrective measures.
Support project close-out and handover by verifying the completeness of materials test reports and associated quality records.
What Required Skills You'll Bring:
Bachelor’s degree in Civil Engineering, Materials Engineering or an equivalent relevant engineering discipline.
More than 14 years of post-graduate professional experience, including at least 7 years of experience in a similar materials engineering role.
Professional experience in the Middle East is required.
Substantial experience working for an engineering consultant or Engineer’s Representative on the construction supervision of major roads, infrastructure and drainage projects.
Demonstrable experience reviewing material submittals, approved vendor requirements, Inspection and Test Plans, testing frequencies, laboratory results, FAT and SAT documentation.
Experience with materials associated with roads, pavements, earthworks, ground improvement, drainage, utilities, concrete structures and mechanical and electrical infrastructure.
Strong knowledge of field and laboratory testing, material acceptance requirements, quality records and non-conformance management.
Thorough knowledge of the Qatar Construction Specifications, contract specifications and other applicable project standards.
Ability to manage and coordinate a specialised materials function and independently perform complex professional assignments requiring the application of specialist principles.
Professional registration or chartered status is preferred.
MME engineering certification is required for personnel deployed under the contract. An overseas recruit who does not hold the certification at mobilisation must obtain it within six months of mobilisation.
Fluent written and spoken English, with strong technical reporting, correspondence and presentation skills.
Full computer literacy and the ability to use relevant engineering, quality, reporting, document-control and project-information systems.
