Job Description:

Are you a dynamic leader with expertise in utilities coordination, stakeholder engagement, financial oversight, and permitting processes? We are seeking a Senior Manager to join our team and play a pivotal role in driving the success of high-profile Facilities Operations Managing Agent project in Riyadh. In this multifaceted role, you will ensure seamless collaboration with utility providers, regulatory authorities, and stakeholders while maintaining compliance with financial and permitting requirements.

As the Senior Manager, you will oversee all aspects of utility coordination, stakeholder liaison, financial management, and permitting processes. Your leadership will ensure timely approvals, efficient utility coordination, and adherence to regulatory and financial obligations. This role requires extensive experience in utilities management, stakeholder engagement, and navigating complex regulatory environments.

What You'll Be Doing:

• Utilities Coordination: Manage all utility-related activities, including planning, coordination, and securing approvals from utility providers to ensure timely delivery of services.

• Stakeholder Liaison: Serve as the primary point of contact for stakeholders, including government authorities, regulatory bodies, and external agencies, fostering effective communication and collaboration.

• Financial Oversight: Oversee financial aspects related to utilities and permits, including budgeting, cost control, and financial reporting, ensuring alignment with project objectives.

• Permitting Processes: Lead the permitting process by coordinating with relevant authorities to secure necessary approvals and ensure compliance with local regulations and standards.

• Regulatory Compliance: Ensure all project activities comply with applicable laws, regulations, and contractual obligations, proactively addressing compliance issues and mitigating risks.

• Risk Management: Identify potential risks related to utilities, permits, and financial matters, and develop mitigation strategies to ensure smooth project execution.

• Team Leadership: Provide leadership and guidance to project teams, fostering a culture of collaboration, accountability, and excellence in all aspects of utilities, liaison, finance, and permitting.

What Required Skills You'll Bring:

• Bachelor's degree in civil engineering

• Minimum 10 years' experience in managing and coordinating civil infrastructure, stakeholder engagement, and permitting processes for large-scale infrastructure or development projects.

• Strong knowledge of regulatory frameworks, permitting requirements, and utility management practices, preferably in the UAE or GCC region.

• Proven ability to build and maintain relationships with government authorities, utility providers, and other key stakeholders.

• Experience in project management, contractor supervision, and budget control.

• Strong problem-solving and decision-making skills, with the ability to navigate complex regulatory and operational challenges.

• Exceptional communication and leadership skills, with the ability to engage and influence stakeholders at all levels.

• Familiarity with sustainability practices and environmental regulations is a plus.

What Desired Skills You'll Bring:

• Proficiency in Microsoft Office Suite (Excel, Word, etc.).

• Familiarity with industry software such as Expedition.

• Experience with Adobe Acrobat is required.
