Job Description:

Provide senior leadership and oversight of all field supervision activities for engineering and safety on a major transport and mobility project. The role ensures that construction works are executed safely, in accordance with approved designs, technical standards, contract requirements, and regulatory obligations.

Key Responsibilities

1. Leadership of Field Supervision

  • Lead, coordinate, and manage multidisciplinary site supervision teams (civil, structural, track, systems, MEP, safety) across one or more projects.
  • Set supervision strategies, priorities, and inspection regimes aligned with project risk profiles and schedule.
  • Act as the senior point of escalation for engineering quality and site safety issues.

2. Engineering Oversight & Technical Compliance

  • Ensure construction works comply with approved drawings, specifications, standards, and method statements.
  • Oversee technical inspections, site audits, and surveillance activities.
  • Review and endorse key technical submissions from contractors, including:
    • Method statements and ITPs
    • Shop drawings and as-builts
    • Material submittals and technical queries
  • Coordinate resolution of engineering non-conformances and ensure corrective actions are implemented and documented.

3. Safety Leadership & Site HSE Management

  • Champion a strong safety culture and visible safety leadership across all sites.
  • Ensure implementation and enforcement of HSE plans, procedures, and safe systems of work.
  • Oversee hazard identification, risk assessments, and safety inspections; track closure of findings.
  • Review and monitor safety performance indicators and lead incident investigations and lessons learned.
  • Interface with regulatory authorities and client HSE representatives as required.

4. Program & Interface Management

  • Coordinate field supervision across multiple work fronts to align with overall construction and commissioning programs.
  • Manage interfaces between civil works, systems, stations, utilities, and operations/maintenance stakeholders.
  • Ensure that site activities and access are properly coordinated to avoid clashes, delays, or unsafe conditions.

5. Contractor & Stakeholder Management

  • Act as senior site representative in meetings with contractors, consultants, and client representatives.
  • Monitor contractor performance in terms of quality, progress, and safety; drive corrective actions and recovery plans where needed.
  • Support management of site-related contractual issues, including variations, claims, and time-impact events from a technical/safety perspective.
  • Maintain effective communication channels with local authorities, third parties, and adjacent stakeholders impacted by the works.

6. Quality Assurance & Documentation

  • Ensure implementation of robust quality control processes and compliance with the project Quality Management System.
  • Oversee documentation of inspections, tests, non-conformance reports, and handover records.
  • Support readiness for key milestones: partial handovers, trial operations, and final completion.
  • Participate in audits and provide evidence of compliance with engineering and safety requirements.

7. Team Management & Development

  • Lead, mentor, and develop field engineers, inspectors, and safety officers.
  • Define clear roles, responsibilities, and performance objectives for the supervision team.
  • Identify capability gaps and deliver coaching, training, and structured development.
  • Foster a culture of collaboration, accountability, and continuous improvement.

8. Reporting & Governance

  • Provide regular, structured reporting on site progress, quality, safety, and key risks to senior management.
  • Contribute to executive dashboards and board-level updates as required.
  • Support the development and refinement of corporate/site supervision standards, procedures, and best practices.

Qualifications & Experience

Essential

  • Bachelor’s degree in Civil Engineering, Electrical/Mechanical Engineering, or related engineering discipline.
  • Minimum 15 years’ experience in construction supervision, site engineering, or project delivery within the transport/mobility sector or major infrastructure.
  • Proven experience in leading multidisciplinary supervision teams on large, complex projects (e.g. rail/metro lines, highways, major stations, depots).
  • Strong knowledge of construction methods, technical standards, and industry codes.
  • Regional experience in GCC / Middle East (ideally Saudi Arabia) and familiarity with local regulations and authorities.
  • Demonstrated track record in site safety leadership and implementation of HSE management systems.

Desirable

  • Master’s degree in Engineering, Project Management, or related field.
  • Professional registration/chartership (e.g. PE, CEng, PMP, CMIOSH, or equivalent).
  • Experience on projects involving rail systems, signaling, power, communications, and complex interfaces.

  • Strong leadership and people management skills in a field environment.
  • Excellent understanding of construction safety, risk management, and incident investigation.
  • Solid technical judgment with ability to resolve complex site issues under time pressure.
  • Effective communication and negotiation skills with contractors, consultants, and clients.
  • High level of integrity, resilience, and ability to make balanced decisions.
  • Strong planning, coordination, and organizational skills with attention to detail.
