Job Description:
Parsons is seeking a highly experienced Senior Design and Commissioning Manager to lead the integrated delivery of design management, engineering coordination, commissioning, testing, and operational handover for major infrastructure, utilities, MEP, building services, aviation, institutional, industrial, and complex capital projects.
The role will be responsible for ensuring that technical designs are fully coordinated, compliant, constructible, maintainable, sustainable, and aligned with client, authority, and operational requirements. The position will also lead commissioning planning and execution to verify that all systems are properly installed, tested, integrated, documented, and ready for safe, reliable, and efficient operation.
The successful candidate will work closely with project leadership, design consultants, contractors, commissioning specialists, regulatory authorities, client representatives, and operations teams to drive technical excellence across the full project lifecycle.
What You'll Be Doing:
- Lead and manage multi-disciplinary design and commissioning teams across utilities, MEP, building services, power, water, drainage, fire protection, controls, building automation, and related infrastructure systems.
- Oversee technical design delivery, design reviews, coordination workshops, constructability reviews, maintainability reviews, and interface resolution.
- Ensure design deliverables are completed in accordance with project scope, schedule, budget, quality requirements, client standards, and applicable codes.
- Review technical specifications, design reports, engineering documentation, drawings, calculations, and submittals for completeness, compliance, and coordination.
- Lead commissioning strategy, planning, execution, testing, verification, documentation, training, and handover activities.
- Oversee the preparation and review of commissioning plans, test procedures, functional performance tests, integrated systems tests, verification forms, O&M manuals, systems manuals, and training materials.
- Ensure all systems are commissioned to meet performance, reliability, maintainability, sustainability, energy efficiency, and operational requirements.
- Coordinate with clients, consultants, contractors, authorities, commissioning specialists, end users, and operations teams to resolve technical issues and secure approvals.
- Support BIM and digital coordination, including clash detection, model reviews, issue tracking, design coordination, commissioning records, and handover documentation.
- Identify, monitor, and mitigate design, commissioning, interface, compliance, schedule, quality, and operational readiness risks.
- Monitor design and commissioning progress, prepare technical reports, track KPIs, escalate critical issues, and support timely achievement of project milestones.
- Lead technical troubleshooting, root cause analysis, corrective action planning, and close-out of design and commissioning issues.
- Mentor engineers, commissioning professionals, and technical staff while promoting a culture of safety, quality, collaboration, innovation, and continuous improvement.
What Required Skills You'll Bring:
- Bachelor’s degree in Engineering, Architecture, Construction Management, Building Services, or a related technical discipline. A Master’s degree is preferred.
- Minimum 15 years of relevant experience in design, engineering, construction, commissioning, systems integration, or project delivery.
- Proven experience managing multi-disciplinary technical teams on major infrastructure, aviation, utilities, building, institutional, industrial, government, or complex capital projects.
- Strong knowledge of utilities, MEP systems, building services, power, water, drainage, fire protection, controls, building automation, commissioning processes, and operational handover.
- Demonstrated experience in design management, design coordination, construction support, commissioning planning, testing, verification, and handover.
- Good understanding of applicable codes, standards, authority requirements, sustainability frameworks, and project specifications.
- Familiarity with standards and frameworks, and local authority requirements, as applicable to the project.
- Familiarity with BIM, digital engineering, design coordination platforms, commissioning tools, project controls systems, and issue-tracking systems.
- Project, and relevant commissioning or document control platforms is preferred.
- Strong leadership, communication, stakeholder management, problem-solving, decision-making, reporting, and presentation skills.
- Ability to manage multiple priorities, work under pressure, and deliver coordinated technical outcomes in a fast-paced project environment.
What Desired Skills You'll Bring:
- Experience delivering major infrastructure, aviation, utilities, MEP, building services, or complex capital projects.
- Knowledge of sustainability, energy efficiency, lifecycle asset performance, and operational readiness requirements.
- Experience with design-build, PMC, early contractor involvement, constructability reviews, and integrated systems testing.
- Strong stakeholder coordination skills with experience working with clients, consultants, contractors, authorities, and operations teams.
- Previous experience in the GCC, Middle East or other complex regulatory environments is advantageous.
- Field, operations, maintenance, trades, or hands-on commissioning experience is highly desirable.
- Ability to support proposals, technical presentations, business development, and client relationship management is an advantage.
