Job Description:

Parsons is looking for an amazingly talented Sr. Cost Control Manager to join our team! In this role you will get to develop, implement, and maintain cost control for your program. 

What You'll Be Doing:

  • Establish the standardized work breakdown structures (WBS) and cost breakdown structures (CBS) for the project in coordination with the Client and its Delivery Partners.
  • Work in close coordination with the Project Controls function in relation to implementing an effective controls system on budget, cost, report, risk and change management.
  • Develop and implement cost and estimating management standards that are in-line with market best practices and are to be used throughout the program and facilitates compliance by project team members.
  • Demonstrate leadership for all estimating tasks assigned to the contract(s). Ensures that all team members are tasked correctly according to their skill specialty and strongest area of expertise, that all team members apply company estimating practices (in coordination with the Client), techniques, processes and procedures, and apply company policies and assigned project/program practices and procedures.
  • Provide leadership, guidance, direction, and specialized assistance to project for the resolution of difficult and complex project estimating and cost control problems.
  • Lead interface with the Client and its other Delivery Partner, attends regular meetings, and provides statistical reports.
  • Lead all project/program estimate scope requirements and is completely responsible for all project/program estimated probable costs for contracted services.
  • Utilize knowledge in resources skill sets and durations required to prepare and deliver tasked assignments, and responsible to deliver all estimating products in a timely manner.
  • Assess the impact(s) of design/construction changes and schedule slippages, as and when required in coordination with the Project Controls function.
  • Oversee the development and maintenance of an established system to show the hierarchy of plans and schedules; keep project and company management fully informed.
  • Complete performance reviews and provide personnel development for the assigned employees.
  • Recommend and provide input to the customization of project control systems to meet specific project estimating requirements.
  • Perform other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  • BSc degree in Engineering or Construction Management
  • Min. 15 years’ experience in cost estimating, cost planning, reporting and analysis with demonstrated skill in establishing estimating criteria, planning and supervising project cost engineering activities.
  • Proficient written and oral communication, organizational, interpersonal skills, and customer service skills are required, both internal and external facing. 
  • High proficiency in Microsoft Excel and ability to adapt to customization of estimating software.
  • Ability to work in teams. Ability to follow through. Ability to clearly deliver work instructions in a complex stakeholder environment.
  • Ability to manage an estimating team that would be required to perform difficult and complex estimating task deliverables typical to the engineering and construction industry projects and programs is required.
  • Strong knowledge and familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required.
  • Ability to work in a large matrix organization (dual reporting). Ability to interact with an influence senior-level management. Ability to consult, motivate, and negotiate effectively with co-workers, employees, vendors, and contractors.
  • Must function effectively under time constraints, schedule workload to meet deadlines, and have the ability to prioritize.
  • Excellent organization and follow through abilities.
  • Excellent business judgment.
  • Technical Skills:
    • Strong problem-solving skills.
    • Ares Prism Intermediate User
    • Project Controls Cost, Scheduling & Risk Experience
    • PMIS & Power BI Experience
    • Cost planning, estimating and change management experience.
    • Familiarity and reasonable experience utilizing industry standard tools such as Oracle Primavera, Tilos Scheduling, Advanced Microsoft Excel, Microsoft PowerPoint, etc.
    • Experience with alternate project delivery models (DB, DBB, CMA, CMR, etc.)
  • Infrastructure experience
  • Previous MEA and/or other international experience
