Job Description:

Parsons is looking for a talented Senior Contracts Manager to join our team! In this role you will lead the commercial and contractual management of a major development program in Qatar, overseeing pre- and post-contract activities across design, procurement, and construction phases while ensuring effective contract administration, risk management, and commercial governance.

As Senior Contracts Manager, you will work closely with program leadership and act as a key advisor on contractual matters, supporting the successful delivery of complex multi-package construction programs.

Job Responsibilities:

  • Lead the commercial and contractual management of a large-scale development program in Qatar.
  • Provide end-to-end oversight of pre-contract and post-contract services, including procurement strategy, tendering, bid evaluation, contract negotiation, and award recommendations.
  • Administer and manage multiple construction and consultancy contracts across design, procurement, and construction phases.
  • Provide expert advice on contractual risk management, claims analysis, dispute resolution, and contract compliance.
  • Manage contract execution including variations, interim valuations, cost monitoring, and final accounts.
  • Lead negotiations for complex contracts and contract modifications while ensuring alignment with company policies and project objectives.
  • Develop and maintain commercial reporting frameworks, including dashboards, cash flow forecasts, and earned value reporting.
  • Lead change management processes, including variation assessments, commercial impact analysis, and approval workflows.
  • Provide guidance on contractor performance assessments, milestone payments, and incentive structures.
  • Draft, review, and manage contractual correspondence including notices, risk registers, and contractual communications.
  • Ensure compliance with local procurement regulations and Qatar construction law requirements.
  • Manage commercial interfaces between design consultants, contractors, client representatives, and legal teams.
  • Lead and mentor commercial team members including contract managers and quantity surveyors.
  • Support program leadership in resolving complex contractual issues and commercial disputes.

What Required Skills/Qualification You'll Bring:

  • Bachelor’s Degree in Quantity Surveying, Construction Economics, Engineering, Law, or related discipline from an accredited institution.
  • Minimum 18–20 years of experience in commercial management and contract administration.
  • At least 10 years in a senior contracts or commercial management role within a PMC/PMCM environment.
  • Minimum 5 years of experience delivering projects in the GCC region, preferably in Qatar.
  • Proven experience managing pre-contract and post-contract commercial activities across design, procurement, and construction phases.
  • Demonstrated experience managing high-value contracts with cumulative value exceeding QAR 1 billion.
  • Experience of race tracks, motorsports, hospitality, retails, high-end F&B. leisure and entertainment zone developments.
  • Extensive experience with multiple contract forms including FIDIC, bespoke contracts, Design-Build, EPC, and traditional contracts.
  • Strong knowledge of commercial management for multi-package construction programs.
  • Deep understanding of FIDIC Red, Yellow, and Silver Books.
  • Experience in claims analysis, dispute resolution, and forensic contract review.
  • Proven leadership capability managing commercial teams, quantity surveyors, and contract administrators.
  • Strong negotiation, communication, and stakeholder management skills.


What Desired Skills/Qualification You'll Bring:

  • Professional chartership such as MRICS, MCIOB, or CIArb (preferred).
  • Certifications such as PMP® or AACE Certified Cost Professional (CCP).
  • Training or certification in contract law, claims management, or dispute resolution.
  • Experience delivering large-scale mixed-use or infrastructure development programs.
  • Strong experience preparing executive commercial dashboards, cash flow forecasts, and financial reporting.
  • Proven ability to manage complex commercial environments involving multiple contractors and consultants.
