Job Description:
Parsons is looking for an amazingly talented Senior Construction Manager (Utility Compounds) to join our Giga Projects team in Riyadh!
What You'll Be Doing:
Lead the end-to-end construction delivery of multiple large-scale utility compounds across assigned zones of the giga project.
Translate the master program into detailed execution plans and look-ahead schedules for power, water, wastewater, district cooling, and communications compounds.
Drive progress on site to meet critical path milestones, mechanical completion dates, and commissioning or energization targets.
Coordinate civil, structural, architectural, MEP, and process equipment installation within compounds to optimize sequencing and minimize rework.
Proactively manage construction risks, constraints, and clashes with adjacent infrastructure, roads, buildings, and future expansions.
Ensure compound works are executed in line with approved drawings, specifications, authority requirements, and applicable codes or standards.
Work with planning and project controls teams to develop and maintain Level 3 and Level 4 construction schedules.
Monitor productivity, progress, and resource utilization, implementing recovery plans where schedule slippage occurs.
Lead weekly and daily coordination meetings focused on delivery, interfaces, constraints, and look-ahead activities.
Manage interfaces with network utilities, building works, and external connections like incoming or outgoing feeders, mains, and communications.
Coordinate with design, permitting, and authority liaison teams to ensure construction aligns with latest design revisions and approvals.
Provide strong leadership and direction to compound contractors and key subcontractors, establishing clear expectations and accountability.
Review and validate contractors’ construction methodologies, compound layout execution plans, lifting plans, and installation strategies for heavy equipment.
Drive adherence to contractual obligations related to progress, quality, safety, and reporting.
Review contractor resource plans including labor, equipment, and materials to confirm sufficiency for meeting program milestones.
Monitor subcontractor performance and support resolution of site-level issues and constraints impacting delivery.
Oversee inspection and test plans (ITPs) for civil, structural, architectural finishes, mechanical, electrical, instrumentation, and controls systems.
Coordinate pre-commissioning, testing, and commissioning activities for substations, pumping stations, district cooling plants, and other compound facilities.
Facilitate integrated testing with utilities operators and relevant authorities, ensuring readiness for energization and operations.
Review as-built documentation, red-line drawings, and asset data to ensure accurate and complete handover to operations and client teams.
Champion a strong safety culture within all utility compounds, aligned with project HSE plans and legal requirements.
Review and approve method statements and risk assessments for high-risk activities like heavy lifting, live system interfaces, confined spaces, and working at height.
Monitor site conditions including access, housekeeping, equipment installation areas, and hazardous materials handling to maintain safe environments.
Ensure robust control measures when working near or integrating with live systems and existing infrastructure.
Promote environmental compliance related to noise, emissions, waste handling, chemical storage, and water discharge from utility compounds.
Act as the primary construction interface for utility authorities, operators, and client representatives for all compound delivery matters.
Support resolution of authority comments and conditions related to compound layout, equipment installation, testing, and final connection.
Coordinate and attend inspections required by authorities, third-party certifiers, and operator technical teams.
Maintain professional relationships and clear communication with client, design consultants, and neighboring project teams to manage interfaces and access.
Provide regular, delivery-focused reporting on compound progress, critical risks, and mitigation strategies to senior management.
Track key performance indicators (KPIs) such as schedule adherence, productivity, safety metrics, and quality non-conformances.
Support change management processes, including assessing time and cost impact of design changes, scope additions, or methodology shifts.
Ensure accurate daily, weekly, and monthly reporting on site activities, resource usage, and constraints affecting compound delivery
What Required Skills You'll Bring:
Degree in Civil, Mechanical, Electrical Engineering, Construction Management, or related discipline with minimum 15 years’ experience in infrastructure and utilities construction.
Minimum 5 years of experience working in a senior management role.
Proven track record delivering major or giga-scale utility facilities such as substations, plants, pumping stations, and compounds.
Strong experience in multi-disciplinary compound construction including civil, structural, architectural, mechanical, electrical, and controls.
Solid understanding of relevant standards, authority requirements, and codes for power, water, wastewater, and cooling facilities.
Demonstrated ability to comply with project budget and productivity targets for compound construction.
Proven experience driving safety performance including TRIR, LTIs, near-miss reporting, and compliance with method statements and risk assessments.
Strong focus on quality performance, managing the number and severity of NCRs, minimizing rework levels, and ensuring success of testing and commissioning.
Ability to ensure timely handover of fully tested, certified, and documented utility compounds to operations and client teams.
