Job Description:
Parsons is looking for an amazingly talented Senior Construction Manager- Saudi National to join their Infrastructure Delivery team!
What You'll Be Doing:
- Develop overarching construction strategy and phasing plans for infrastructure delivery across the project or program.
- Lead constructability reviews, providing high-level input to engineering and design teams to optimize methods, sequencing, and temporary works.
- Integrate construction requirements into master project schedules and resource plans in collaboration with planning and project controls.
- Oversee site logistics planning, traffic management plans, access/egress, and laydown areas for multiple work zones.
- Provide direction and oversight to Construction Managers and site teams across all infrastructure packages.
- Ensure that construction activities comply with approved drawings, specifications, codes, and company standards.
- Monitor progress at a project-wide level against milestones, identifying trends and leading implementation of recovery plans when required.
- Review and approve key method statements, work packages, and critical operations like lifts, closures, tie-ins, and possessions.
- Champion HSE culture and lead by example, ensuring safety is embedded in all construction planning and execution.
- Oversee implementation of HSE management systems, conducting high-level safety walks, audits, and leadership engagements.
- Review serious incidents, near-misses, and safety statistics; sponsor root cause analysis and strategic corrective actions.
- Ensure environmental obligations like noise, dust, water management, and ecological controls are integrated into construction operations.
- Establish quality expectations for infrastructure works and reinforce adherence to specifications, standards, and client requirements.
- Collaborate with quality and engineering teams to confirm that Inspection and Test Plans (ITPs) are comprehensive and properly implemented.
- Review critical quality issues, non-conformance reports, and systemic trends; drive improvement initiatives to reduce rework and defects.
- Support commissioning, trials, and handover processes, ensuring robust punch list management and successful acceptance by the client.
- Work closely with commercial and contracts teams to manage scope, variations, and claims related to construction activities.
- Provide strategic input on subcontracting strategies, tender evaluations, and negotiation of construction packages.
- Monitor construction productivity, resource utilization, and cost performance at an aggregate level; support cost forecasting and value engineering.
- Identify potential commercial risks and opportunities arising from construction methodology, sequencing, or site constraints.
- Act as a senior point of contact with client representatives, consultants, and authorities on construction matters.
- Lead high-level progress and coordination meetings, presenting construction status, risk profile, and mitigation strategies.
- Oversee coordination with utility owners, local authorities, communities, and third parties, especially for complex interfaces and possessions.
- Manage escalated issues and disputes, ensuring timely resolution and maintaining positive stakeholder relationships.
- Identify strategic construction risks like geology, third-party interfaces, and logistics, leading development of mitigation and contingency plans.
- Support resolution of complex technical problems and site challenges, working closely with senior engineers and design leads.
- Anticipate potential delays and constraints across work fronts and proactively adjust strategies and resource allocations.
- Provide leadership, coaching, and performance management for Construction Managers and senior site staff.
- Build and maintain a high-performing, collaborative culture focused on safety, quality, and delivery excellence.
- Identify skills gaps and support training, succession planning, and development of future construction leaders.
- Encourage innovation, lessons learned, and continuous improvement across all construction teams.
- Bachelor’s degree in Civil Engineering, Construction Management, or related discipline.
- Minimum 15 years of construction experience in infrastructure projects.
- Minimum 5 to 7 years of experience in a senior or lead construction management role.
- Demonstrated track record of successfully delivering large, complex infrastructure projects or multiple concurrent packages.
- Deep understanding of construction techniques for major civil and infrastructure works, including staging, temporary works, and high-risk operations.
- Experience working under various contract forms such as EPC, Design & Build, NEC, FIDIC, or region-specific contracts.
- Professional Engineer (PE/Chartered Engineer) or equivalent registration is preferred.
- Advanced safety qualifications like NEBOSH Diploma or regional HSE leadership certifications are preferred.
- Project management certifications such as PMP, PgMP, or equivalent are an advantage.
