Job Description:

Parsons is looking for an amazingly talented Senior Construction Engineer to support the construction management, site coordination, technical supervision, and delivery of external infrastructure works for a major Airport, Infrastructure, and Airfield Development Project.

The successful candidate will be responsible for overseeing the execution of external area works including airport roads, access roads, hardscape areas, landscaping interfaces, pedestrian areas, parking facilities, service roads, utility corridors, drainage networks, external structures, and associated infrastructure works.

The Senior Construction Engineer will provide technical leadership on site, ensuring construction activities are executed safely, efficiently, and in compliance with approved designs, project specifications, quality requirements, and airport operational standards. The role requires extensive experience in major infrastructure projects, construction supervision, multidisciplinary coordination, and stakeholder management.

What You'll Be Doing:

• Lead and coordinate external area construction activities throughout the project lifecycle.
• Provide technical guidance and support to site engineers, inspectors, contractors, and subcontractors.
• Monitor construction progress against approved schedules, milestones, and project objectives.
• Ensure construction activities are executed in accordance with approved drawings, specifications, method statements, and project requirements.
• Support the Delivery Partner in achieving successful project delivery and operational readiness.

• Oversee construction activities related to:
  • Airport access roads and internal road networks.
  • Service roads and operational routes.
  • Parking areas and vehicle circulation zones.
  • Pedestrian walkways and external hardscape areas.
  • Utility corridors and external infrastructure interfaces.
  • Drainage systems and stormwater management infrastructure.
  • External civil works supporting terminals and airport facilities.
• Ensure proper coordination between external works and airport operational requirements.
• Verify construction methodologies and sequencing are suitable for complex airport environments.

• Review contractor technical submissions including:
  • Shop drawings.
  • Method statements.
  • Material submittals.
  • Technical queries (RFIs).
  • Inspection requests.
• Provide technical clarification and support resolution of site-related engineering issues.
• Coordinate with design teams to address construction challenges and design modifications.
• Ensure timely closure of technical issues impacting project progress.

• Monitor contractor compliance with approved quality requirements and construction procedures.
• Coordinate with QA/QC teams to ensure inspections and testing activities are completed.
• Verify workmanship, materials, and installation activities comply with project specifications.
• Review inspection reports, test results, and quality records.
• Support implementation of corrective actions for non-conformance issues.

• Coordinate external works interfaces with:
  • Civil engineering works.
  • Pavement and airfield systems.
  • Utilities.
  • Electrical systems.
  • Mechanical systems.
  • ICT infrastructure.
  • Landscaping and architectural works.
• Support resolution of multidisciplinary coordination issues.
• Participate in coordination meetings with contractors, consultants, and stakeholders.

• Monitor daily and weekly construction activities and progress.
• Review contractor look-ahead schedules and construction plans.
• Identify potential delays, risks, and constraints affecting delivery.
• Support development of recovery plans and mitigation measures.
• Provide progress updates and technical input to project management.

• Coordinate with the Client, consultants, contractors, subcontractors, and airport stakeholders.
• Participate in site meetings, progress meetings, and technical workshops.
• Ensure effective communication between project teams.
• Support resolution of construction-related issues and stakeholder concerns.

• Promote a strong safety culture across all external area construction activities.
• Ensure contractors comply with project HSE requirements, airport safety procedures, and approved risk assessments.
• Participate in site safety inspections and observations.
• Support implementation of corrective actions related to HSE findings.
• Ensure construction activities consider environmental requirements and sustainability objectives.

• Prepare and review construction progress reports, site records, and technical updates.
• Maintain records of inspections, technical issues, approvals, and construction decisions.
• Support preparation of project completion documentation and handover requirements.
• Provide regular updates to Construction Management regarding progress, risks, and technical challenges.

What Required Skills You'll Bring:

• Bachelor's Degree in Civil Engineering or related Engineering discipline.
• Professional certification in construction management is an advantage.

• Minimum 10 years of experience in construction supervision and delivery of major infrastructure projects.
• Proven experience in:
  • Airport developments.
  • Transportation infrastructure.
  • Large-scale civil construction projects.
• Strong experience in external works including roads, drainage, utilities, hardscape, and infrastructure coordination.
• Experience working with contractors, consultants, and client representatives in complex project environments.
• Experience supporting Delivery Partner, PMC, Engineer, or Client-side construction management roles.

• Strong knowledge of civil construction methods, materials, and site execution practices.
• Good understanding of airport infrastructure requirements and operational constraints.
• Experience reviewing drawings, specifications, method statements, and technical submissions.
• Knowledge of construction quality requirements, inspection processes, and testing procedures.
• Familiarity with project management systems, progress monitoring, and reporting tools.
• Strong problem-solving, coordination, and decision-making skills.
• Excellent communication and stakeholder management capabilities.
• Ability to manage multiple construction priorities in a fast-paced airport project environment.

What Desired Skills You'll Bring:

• Professional Engineer (PE), Chartered Engineer (CEng), or equivalent professional registration.
• Experience on major international airport construction projects.
• Knowledge of ICAO Annex 14 and airport infrastructure requirements.
• Experience with FIDIC or similar international contract frameworks.
• Experience in Design-Build, EPC, PMC, or Delivery Partner project environments.
• Familiarity with BIM coordination and digital construction management tools.
• Experience managing complex external works within operational airport environments.
• Strong contractor management and stakeholder coordination experience.
