Job Description:
Parsons is looking for an amazingly talented Senior Competency Assessment & Quality Assurance Engineer to join our team!
The Senior Competency Assessment & Quality Assurance Engineer will be responsible for supporting the implementation and continuous improvement of the project’s Quality Competency and Assurance Program. The role will focus on assessing the technical competency and qualifications of Quality personnel, monitoring compliance with established competency requirements, supporting Quality Management System implementation, and conducting audits and assessments to ensure personnel and project activities meet client, contractual, regulatory, and organizational requirements.
The position will work closely with the Quality Management team, Competency Program Manager, Discipline Leads, contractors, consultants, and project stakeholders to identify competency gaps, implement corrective actions, and promote a strong culture of quality and continuous improvement.
What You'll Be Doing:
- Support the development and implementation of the Quality Competency Assessment Program across the project.
- Develop and maintain competency profiles and assessment criteria for Quality and technical positions.
- Conduct competency assessments for QA/QC Engineers, Inspectors, Auditors, Testing Personnel, and other quality-critical roles.
- Review personnel qualifications, certifications, licenses, experience records, and technical credentials against approved competency requirements.
- Perform competency gap analysis and recommend appropriate training, coaching, or development actions.
- Maintain and update Quality Competency Matrices and Assessment Registers.
- Develop competency assessment checklists, questionnaires, interviews, practical assessments, and evaluation tools.
- Coordinate technical competency assessments with discipline-specific Subject Matter Experts (SMEs).
- Verify that personnel performing quality-critical activities are appropriately qualified and competent.
- Support the assessment and approval of contractor and subcontractor Quality personnel.
- Monitor expiry and validity of professional certifications, licenses, and mandatory qualifications.
- Support the implementation and maintenance of the Project Quality Management System (QMS).
- Conduct internal quality audits and competency compliance audits in accordance with approved audit programs.
- Participate in client, consultant, contractor, and third-party audits.
- Prepare audit plans, checklists, findings, reports, and follow-up actions.
- Monitor closure of Non-Conformance Reports (NCRs), Corrective Action Requests (CARs), audit findings, and observations related to competency and quality performance.
- Analyze recurring quality findings to identify potential competency-related root causes.
- Support Root Cause Analysis (RCA) and development of corrective and preventive actions.
- Monitor implementation and effectiveness of corrective actions.
- Review Quality Plans, procedures, Inspection & Test Plans (ITPs), Method Statements, and related documents to identify competency and qualification requirements.
- Support the development of Quality Training and Awareness Programs based on identified competency gaps.
- Deliver or coordinate quality awareness sessions, induction programs, workshops, and technical training.
- Monitor training attendance, assessment results, competency improvement, and training effectiveness.
- Maintain accurate and auditable competency, qualification, training, and assessment records.
- Develop periodic reports and dashboards covering competency status, assessment results, training compliance, audit findings, and improvement actions.
- Establish and monitor Quality Competency KPIs.
- Support the implementation of quality improvement initiatives based on competency assessment results and project performance trends.
- Participate in lessons-learned activities and identify opportunities to improve Quality competency and project performance.
- Ensure competency and QA activities comply with ISO 9001, project procedures, client requirements, specifications, applicable codes, and regulatory requirements.
- Provide technical advice to Quality and project teams regarding competency requirements and quality assurance practices.
- Support continuous improvement of competency assessment methodologies and Quality Assurance processes.
- Maintain professional and effective communication with clients, consultants, contractors, and project teams.
What Required Skills You'll Bring:
- Bachelor’s degree in Engineering, Quality Management, Construction Management, or a related discipline.
- 10+ years of relevant experience in Quality Assurance, Quality Control, competency assessment, quality auditing, or project quality management.
- Proven experience in major airport, infrastructure, civil, construction, or engineering projects.
- Strong experience in competency assessment and qualification verification for technical and Quality personnel.
- Good knowledge of Quality Management Systems and ISO 9001 requirements.
- Experience conducting internal audits, compliance assessments, and quality inspections.
- Experience working with contractors, subcontractors, consultants, and clients.
- ISO 9001 Lead Auditor / Internal Auditor certification.
- ASQ Certified Quality Auditor (CQA) or Certified Quality Engineer (CQE) is preferred.
- Relevant Quality Management or Quality Assurance certification.
- Professional Engineering certification is an advantage.
- Relevant technical inspection certifications such as CSWIP, AWS, NDT, API, or equivalent are advantageous depending on project requirements.
