Job Description:

Parsons is looking for an amazingly talented Senior Commercial Manager to join our team. Parsons is providing Project Management Consultancy (PMC) services for the development of Infrastructure in the Kingdom of Saudi Arabia.

What you'll be doing:

  • Interface with client's Commercial Team and Executive Steering Committee to advice, present, and report status of the program’s commercial and contract well being. 

  • Peer review, analyze and evaluate existing client tender documents and strategy.  

  • Make recommendations to client for revised procurement strategy and contract phasing to mitigate commercial risks.  

  • Based on peer review and client feedback,  

  • prepare invitation to tender documents to include pre-qualification criteria and procedures;  

  • develop tender evaluation criteria to include alternative tenders and applicable procedures;  

  • confirm legal adequacy of tender documents, take in account the projects will be tendered as design build LS type contracts.   

  • Responsible for evaluating, interpreting, advising all commercial aspects of up to four design build contracts in play. 

  • Develop and implement change control procedure inline with contract intent. 

  • Ensure the contract variation and change control process is maintained.   

  • Determine , quantify and assess the merit of all contract variations submitted by the contractor. Make recommendations to Executive Steering Committee.  

  • Responsible for preparing contract variations on behalf of Parsons International Limited to address changes in level of effort 

  • Responsible for preparing, negotiating contract variations and make recommendations. 

  • Assist with arbitration proceedings and requirements.    

What's required for the role:

  • Shall be qualified with a Bachelor of Science degree in Quantity Surveying/Commercial Management from an accredited internationally recognized university and must be qualified and chartered (QS) by a recognized international body such as Chartered Institute of Building (CIOB) and Royal Institution of Chartered Surveyors (RICS) or as approved by the Engineer. 

  • Minimum 17 years experience in dealing with mega projects of which ten (10) years in commercial management. 

  • Experience in budgeting and cost planning for major projects with particular emphasis on the utilization of computer programmes for the planning and tracking of similar projects is a requirement. 

  • Experience of preparing Bills of Quantities cost estimates, and the managements of claims required. Computer literacy and excellent communication skills are essential.
