Job Description:
Parsons is looking for an amazingly talented Senior Commercial Manager to join our team! This role leads the commercial strategy and operations for large-scale projects—driving financial efficiency, profitability, and risk management. It oversees budgeting, procurement, and cost control while ensuring compliance with international standards (FIDIC/NEC) and KSA regulations.
The position manages claims, variations, and dispute resolution, implements value engineering and cost-saving strategies, and maintains transparent financial reporting. It also requires strong stakeholder engagement with clients, developers, and regulators, plus leadership of a multidisciplinary team (quantity surveyors, estimating ... etc.) to achieve high-performance delivery.
What You'll Be Doing
Commercial Strategy & Leadership:
Develop and implement the commercial strategy to ensure financial efficiency and project profitability.
Oversee budgeting, cost planning, and financial forecasting to align with project goals.
Lead commercial negotiations with contractors, consultants, and suppliers, ensuring optimal contract terms.
Ensure commercial operations align with international best practices, local regulations, and client objectives.
Contract & Procurement Management:
Oversee procurement strategies, bid evaluations, contract negotiations, and supplier selection.
Ensure robust contract management, including adherence to FIDIC, NEC, or bespoke contract frameworks.
Manage claims, variations, and dispute resolution to protect project interests.
Implement value engineering and cost-saving strategies without compromising quality.
Cost & Risk Management:
Establish and maintain cost control systems, ensuring financial transparency.
Monitor cash flow, payment cycles, and financial risk factors throughout project execution.
Identify and mitigate commercial risks, including market fluctuations, contract disputes, and cost overruns.
Ensure compliance with GCC and European commercial regulations and international financial standards.
Stakeholder Engagement & Reporting:
Work closely with clients, developers, and regulatory bodies to align commercial objectives.
Provide executive-level reporting on project financials, contract performance, and risk management.
Lead a team of quantity surveyors, procurement specialists, and contract managers, ensuring high-performance delivery.
What Required Skills You'll Bring:
Bachelor’s or Master’s degree in Quantity Surveying, Construction Management, or Business Administration.
Min 18 years of commercial experience, with a strong background in GCC and European markets.
Must be pre-contract with (MRICS) preferred and deep knowledge of Estimation on luxury assets in hospitality.
Proven track record in luxury hospitality, high-end residential, and infrastructure projects.
Expertise in FIDIC contracts, cost management software, and financial reporting tools.
Strong leadership, negotiation, and stakeholder management skills.
Experience in handling large-scale project budgets and complex contract structures.
