Job Description:
Parsons are seeking an experienced Senior Civil Engineer (Airfield) to lead construction supervision and field engineering activities on a major airfield infrastructure project. This role requires a strong civil engineering background with specialized experience in apron, taxiway, and runway construction, including pavements, subgrade, drainage systems, and utilities.
The ideal candidate will have 10 years of experience in delivering large-scale airport or airfield infrastructure projects, ensuring compliance with design specifications, quality standards, and aviation authority requirements.
What You’ll Be Doing:
- Lead inspection and supervision of airfield infrastructure works including rigid and flexible pavements, subgrade preparation, base courses, and surface finishes for aprons, taxiways, and runways.
- Verify construction methods, materials, and workmanship comply with approved drawings, specifications, and international airfield standards (ICAO / FAA).
- Identify, document, and track non-conformances, coordinating corrective actions with contractors and project teams.
- Review civil design drawings, specifications, and calculations related to aprons, taxiways, and runway pavements.
- Evaluate contractor shop drawings, temporary works, and construction methods for compliance with design intent and project standards.
- Provide technical comments, approvals, and recommendations to ensure constructability and adherence to engineering best practices.
- Provide on-site civil engineering support during construction of airfield pavements, service roads, and associated infrastructure.
- Interpret civil and airfield drawings, resolve field issues, and coordinate with multidisciplinary teams to ensure proper interfaces with lighting, utilities, and drainage systems.
- Support testing, commissioning, and functional verification of constructed pavements.
- Coordinate daily with contractors, subcontractors, and consultants to align airfield infrastructure works with the overall project schedule.
- Participate in site meetings, progress reviews, and technical coordination sessions.
- Ensure clear communication of construction progress, technical requirements, and safety standards across teams.
- Ensure strict adherence to HSE requirements for airfield construction activities.
- Identify hazards related to heavy equipment, concrete works, and operational constraints in restricted airside zones.
- Support implementation of safety and environmental management plans in line with airport safety management systems (SMS).
- Maintain accurate inspection records, test results, as-built information, and punch lists.
- Prepare daily and weekly progress reports, highlighting construction status, challenges, and resolutions.
- Review and approve civil method statements, inspection test plans (ITPs), material submittals, and technical queries.
- Oversee construction and testing of rigid and flexible pavements, including batching, placement, curing, jointing, and asphalt works.
- Review laboratory and field test results such as compaction, concrete strength, and pavement thickness verification.
- Ensure constructed pavements meet aircraft loading requirements, design life criteria, and operational standards.
- Ensure civil works comply with ICAO Annex 14, FAA standards, airport authority specifications, and local regulations.
- Support audits and inspections by airport authorities and regulatory agencies.
- Verify contractor compliance with approved designs, safety rules, and quality procedures.
- Provide technical guidance and mentoring to junior civil engineers and inspectors.
- Promote consistent application of engineering, quality, and safety standards across airfield infrastructure works.
- Foster a collaborative, quality-driven team environment.
What Required Skills You’ll Bring:
- Bachelor’s degree in Civil Engineering or a related discipline.
- Minimum 10 years of experience in civil engineering, construction supervision, or inspection on airport or airfield infrastructure projects.
- Demonstrated experience delivering apron, taxiway, and runway pavements and associated utilities/drainage systems.
- Experience working in operational or restricted airside environments is highly preferred.
- Skills & Knowledge:
- Strong knowledge of airfield pavements, drainage, utilities, and subgrade preparation.
- Ability to review and interpret civil/airfield drawings, calculations, and specifications.
- Familiarity with QA/QC procedures, testing protocols, and construction documentation.
- Strong coordination, reporting, and problem-solving skills.
- Ability to manage multiple construction fronts under tight airfield schedules.
- Experience with value engineering, constructability reviews, and engineering design support for airfield infrastructure.
- Certification in civil engineering inspection or QA/QC.
- Knowledge of AutoCAD, BIM, or field verification tools.
- Exposure to international airport standards (ICAO, FAA).
- Experience on large-scale airport apron or runway projects is an advantage.
- Fluency in written and spoken English; Arabic is an advantage.
