Job Description:

Parsons is looking for an amazingly talented Road Engineer to join our team!

The Road Engineer will be responsible for providing technical engineering support for the design, construction, inspection, testing, and handover of road and pavement infrastructure across the project. The role will ensure that roadworks are delivered in accordance with approved designs, specifications, applicable standards, authority requirements, and client expectations.

The position will coordinate closely with Civil, Geotechnical, Survey, Utilities, Structural, Traffic, Drainage, Quality, HSE, Planning, Contractors, Consultants, and Airport Operations teams.

What You'll Be Doing:

  • Review and coordinate road engineering activities across the project.
  • Review IFC drawings, road layouts, profiles, cross-sections, specifications, and design calculations.
  • Provide technical support for roads, access roads, service roads, internal roads, and associated infrastructure.
  • Support the delivery of airport-side roads, airside access routes, landside roads, service roads, and other transportation infrastructure, as applicable.
  • Review horizontal and vertical road alignments, profiles, cross-falls, gradients, levels, and cross-sections.
  • Review pavement design, pavement layers, material specifications, and construction requirements.
  • Coordinate road design interfaces with drainage, utilities, earthworks, structures, lighting, signage, landscaping, and other infrastructure systems.
  • Review road drainage requirements including surface drainage, gullies, channels, catch basins, and connections to stormwater networks.
  • Coordinate with Survey teams to ensure accurate setting-out of road alignments, levels, grades, and profiles.
  • Review contractor shop drawings, method statements, material submittals, and technical submissions.
  • Review and verify proposed road construction materials including subgrade, sub-base, base course, asphalt, concrete, kerbs, paving, and associated materials.
  • Monitor road construction activities including earthworks, grading, subgrade preparation, compaction, sub-base, base course, asphalt paving, kerbs, road markings, and associated works.
  • Conduct site inspections and verify construction against approved drawings and specifications.
  • Monitor earthworks and formation levels and verify compliance with approved tolerances.
  • Review soil classification, compaction, CBR, field density, and other applicable test results.
  • Review aggregate testing and pavement material test results.
  • Review asphalt mix designs and relevant laboratory and field testing.
  • Monitor asphalt production, transportation, laying, compaction, temperature, thickness, and quality.
  • Coordinate with Quality teams regarding roadwork inspections and testing.
  • Witness and review required field density, compaction, asphalt, concrete, and pavement testing.
  • Review Inspection & Test Plans (ITPs) and ensure required hold and witness points are implemented.
  • Identify construction deficiencies, non-conforming works, and potential pavement performance issues.
  • Support investigation and resolution of NCRs, RFIs, technical queries, and site engineering issues.
  • Review proposed technical solutions, design changes, and construction deviations.
  • Coordinate with Geotechnical Engineers regarding unsuitable soils, ground improvement, settlement, and pavement subgrade conditions.
  • Coordinate with Utility Engineers to ensure road construction is compatible with underground utility corridors and crossings.
  • Coordinate with Survey Engineers to verify road levels, alignment, cross-sections, and as-built conditions.
  • Coordinate with Traffic Engineers regarding road geometry, traffic circulation, access, signage, markings, and safety requirements.
  • Support coordination of temporary traffic management and construction access arrangements.
  • Review road signage, pavement markings, kerbs, barriers, bollards, and other associated road infrastructure.
  • Support coordination of roads and pavements with airfield infrastructure and airport operational requirements, where applicable.
  • Review road construction interfaces with runways, taxiways, aprons, service roads, and airside facilities where required.
  • Monitor construction progress and identify technical issues that may impact project schedule.
  • Participate in technical meetings with contractors, consultants, and project stakeholders.
  • Prepare technical reports, inspection records, and engineering progress updates.
  • Review and verify as-built drawings, survey records, test certificates, material documentation, and handover dossiers.
  • Support final inspection, testing, completion, and handover of road infrastructure.
  • Ensure roadworks comply with applicable AASHTO, ASTM, BS, EN, Saudi Building Code, MOT/Municipality requirements, airport standards, and project-specific specifications, as applicable.
  • Provide technical guidance to junior engineers and site teams.
  • Support value engineering, constructability reviews, and lessons-learned initiatives.

What Required Skills You'll Bring:

  • Bachelor’s degree in Civil Engineering or a related discipline.
  • 5+ years of relevant experience in road, highway, pavement, or infrastructure engineering.
  • Proven experience on major airport, infrastructure, highway, roads, or large-scale development projects.
  • Strong knowledge of road construction, pavement systems, earthworks, drainage, and road materials.
  • Experience in construction supervision, technical review, inspection, and contractor coordination.
  • Airport / airfield road and pavement experience is highly preferred.
  • Professional Engineering certification is preferred.
  • Pavement / Highway Engineering certification is an advantage.
  • AASHTO / ASTM / pavement materials training is advantageous.
  • PMP or equivalent project management training is an advantage.
  • AutoCAD Civil 3D certification/training is preferred.
  • Relevant HSE certification is an advantage.
