Job Description:
Parsons is looking for an amazingly talented Risk Manager to join our team in Qatar! In this role, you will lead risk and opportunity management for a major roads, infrastructure and drainage programme. The works include roads, utilities, earthworks and ground improvement, deep drainage networks, microtunnelling, pump stations, attenuation tanks, emergency flood areas, rising mains and associated structures and interfaces.
What You'll Be Doing:
Lead the consultant-side risk and opportunity management function across both work packages.
Establish, implement, maintain and continually improve project-wide risk management systems, processes and procedures.
Prepare and maintain the Risk and Opportunity Management Plan in accordance with the contract and applicable Authority requirements.
Develop, maintain and coordinate the qualitative and quantitative project risk registers, including risks affecting time, cost, quality, scope, safety, environment, stakeholders and interfaces.
Ensure project risk registers are updated in the Authority’s Active Risk Manager system, or another system specified by the Engineer, in accordance with required reporting cycles.
Facilitate risk identification, review and mitigation workshops with the client, supervision team, Contractor and relevant stakeholders, including the required annual risk workshops.
Coordinate the identification of risk owners, causes, consequences, controls, mitigation actions, target dates and residual risk ratings.
Ensure that probability, impact and risk-scoring techniques are applied consistently across the project.
Perform and coordinate qualitative risk analysis and quantitative assessments of potential time and financial impacts.
Monitor risk trends, emerging risks, overdue mitigation actions and changes in exposure, and escalate significant matters to project leadership and the client.
Integrate risk management with programme, cost, commercial, contract, change, quality, health and safety, environmental, stakeholder and interface management activities.
Work with the planning team on schedule risk considerations and provide risk input to forecasts, recovery strategies and mitigation planning.
Identify issues that may give rise to contractual claims for time or cost and support the development and monitoring of practical mitigation measures.
Prepare clear risk dashboards, reports, trend analyses and management briefings for periodic reporting and decision-making.
Provide risk input to project reviews, Gateway submissions, change-control processes, progress meetings, lessons learned and project close-out.
What Required Skills You'll Bring:
Bachelor’s degree in Engineering, Construction Management, Project Management, Quantity Surveying or an equivalent relevant discipline.
More than 20 years of post-graduate professional experience, including at least 10 years of experience in a similar project or programme risk management role.
Professional experience in the Middle East is required.
Substantial experience working for an engineering consultant or Engineer’s Representative on major roads, infrastructure and drainage construction supervision assignments.
Demonstrable experience establishing and operating risk and opportunity management systems for large, multidisciplinary construction projects.
Experience developing and maintaining qualitative and quantitative risk registers and assessing potential time, cost, quality and delivery impacts.
Experience facilitating risk workshops, assigning risk ownership, monitoring mitigation actions and reporting changes in risk exposure to senior stakeholders.
Experience integrating risk management with programme controls, cost management, contract administration, change control, claims, quality and stakeholder management.
Experience using enterprise risk-management software. Experience with Active Risk Manager is strongly preferred.
Knowledge of recognised risk management principles, processes and reporting practices.
Ability to manage and coordinate a specialised risk function and independently undertake complex professional assignments requiring the application of specialist principles.
Professional registration, chartered status or a recognised risk-management qualification is preferred.
Fluent written and spoken English, with strong analytical, technical reporting, facilitation, presentation and stakeholder-communication skills.
Full computer literacy and the ability to use relevant risk, planning, reporting, document-control and project-information systems.
