Job Description:
Parsons is looking for an experienced Resident Engineer – Infrastructure to join our PMCM team on a prestigious infrastructure development program. The selected candidate will provide construction supervision services for infrastructure works including roads, utilities, drainage, and site development. The Resident Engineer will act as the day-to-day site representative, ensuring the contractor’s performance is in compliance with contract documents and project specifications.
This role requires close coordination with the client, contractors, design consultants, and other stakeholders to ensure the safe, timely, and high-quality delivery of infrastructure assets.
What You’ll Be Doing:
- Serve as the primary on-site representative, managing and supervising all construction activities for infrastructure works.
- Monitor the contractor’s progress, quality of work, compliance with specifications, and safety performance.
- Review and approve shop drawings, method statements, ITPs, and material submittals.
- Conduct daily site inspections and chair weekly site progress, quality, and coordination meetings.
- Prepare and issue daily/weekly site reports, NCRs, site memos, and letters to the contractor.
- Provide technical guidance and support to junior engineers, inspectors, and other site staff.
- Interface with the client, utility authorities, and stakeholders to ensure alignment and resolution of technical/site issues.
- Coordinate with the Parsons design and engineering teams to address RFIs and resolve design conflicts.
- Review and verify contractor’s monthly progress invoices and as-built documentation.
- Ensure compliance with Parsons’ HSE and quality standards across the site team.
- Lead or support in final inspections, snagging, and handover processes.
What Required Skills You’ll Bring:
- Bachelor’s degree in Civil Engineering or a related discipline from an accredited university.
- Minimum 15 years of relevant experience in infrastructure projects, including at least 5 years in a Resident Engineer or senior site supervision role.
- Proven experience working on large-scale infrastructure projects (e.g., roads, utilities, drainage, earthworks).
- Sound knowledge of construction methods, materials, standards, and regulations.
- Familiar with international codes and standards (e.g., AASHTO, ASTM, BS, etc.).
- Strong leadership, team coordination, and communication skills.
- Proficiency in report writing and use of construction management tools and software.
- Membership in a recognized engineering institution is preferred (e.g., PMP, PE, ICE, or equivalent).
- Fluency in English is essential; Arabic language skills are an advantage.
What Desired Skills You’ll Bring:
- Prior experience working in the Middle East, especially with PMC or Tier-1 consultancy firms.
- Knowledge of local authority regulations and utility agency procedures.
- Ability to work in a fast-paced, multicultural, and multidisciplinary environment.
