Job Description:

Resident Engineer - O&M Parks and Infrastructure

Abu Dhabi, Al Dhafrah region, UAE

Parsons is looking for an amazingly talented Resident Engineer - O&M Parks and Infrastructure to join our team! In this role you will get to provide guidance to contractors regarding schedule, procedures, the scope of work and other information requirements.

What You'll Be Doing:

• Ensure compliance with Al Dhafrah region muncipliaty/DMT standards across all cities

• Approve contractor reports and technical submissions

• Validate daily logs, manpower, equipment, and progress data

• Prepare daily, weekly, and monthly performance reports

• Monitor KPI results and verify dashboard accuracy

• Lead internal and external audits and verify documentation

• Approve Work Order closures with evidence

• Escalate delays, technical issues, and safety risks

• Coordinate with municipal departments

• Review and approve asset updates in Osool

• Provides guidance to contractors regarding schedule, procedures, the scope of work and other information requirements.

• Plans and organizes monitoring of the contractor’s activities.

• Provides technical guidance in interpretation of specifications.

• Reviews job plans, methods, equipment, staffing and productivity and detects potential problems in conforming with approved design drawings or specifications.

• Reviews problems with the contractor to determine whether actions proposed are adequate for resolution.

• Reviews submitted construction, quality assurance, and other procedures, and obtains necessary approvals.

• Coordinates with other departments to obtain required support.

• Coordinates interfaces between contractors and construction management staff where the project has impacts on other projects.

• Reviews conflicts in schedules and coordinates tie-ins of facilities where applicable, witness testing/commissioning of piping and equipment’s

• Recommends approval of schedule changes in the sequence of construction activities.

• Compiles technical data to prepare weekly and monthly reports on project progress and quality control.  Conducts or directs facts finding investigations and advises Client PM on problems in meeting schedule or specifications

• Assists in administration functions and initiates correspondence to contractors and other departments

• Reviews and verifies that items submitted for billing on Work Estimates are justified

• Determines the percentage of work completed and recommends payment as appropriate

• Advises contractor when implemented work is not acceptable or of necessary corrective action or additional documentation required

• Assists in coordinating the compilation of relevant documentation and the determination of actual events and situations causing contract delays and/or claims, and in evaluating the validity of claims

What Required Skills You'll Bring:

• B.Sc. Degree in Engineering with a minimum of 15 years of O&M experiences or 12 years and certified project management certificate)
  practical O&M experience)

• Field experience in O&M and infrastructure projects.

• Demonstrable experience in all aspects of supervision on major parks and general infrastructure and park projects preferably in Abu Dubai

• Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software

• Must be fluent in English & Arabic both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills

• Requires a working knowledge of engineering and construction-related processes, as well as industry practices

• ​Knowledge in commissioning/testing is preferred

• Registered as a practicing Engineer in Abu Dhabi or having an equivalency certificate issued by Ministry of Education
