Job Description:

Parsons is looking for an amazingly talented, highly experienced Quantity Surveyor to join our team in the Tabuk region. In this role, you will support the FIDIC Engineer and Project Management Consultancy (PMC) team in the end-to-end commercial management and cost control of major, large-scale infrastructure and heavy civil engineering packages. The successful candidate will navigate complex contract administration, manage substantial project budgets, and ensure absolute cost certainty across the project delivery lifecycle.

What You'll Be Doing

  • Commercial & Cost Management: Support the administration of all commercial and contractual aspects of heavy infrastructure packages (including mass earthworks, wet/dry utilities networks, roads, and major site development) to ensure delivery within approved budgets.

  • Contract Administration: Provide expert daily administration under FIDIC Conditions of Contract (specifically Design-Build/Red & Yellow books), ensuring compliance with contract mechanisms, client guidelines, and applicable Saudi regulations.

  • Valuations & Certifications: Conduct thorough reviews, measurements, and verifications of contractors’ monthly payment applications. Prepare comprehensive recommendations for Interim Payment Certificates (IPCs) and Final Payment Certificates based on actual site progress.

  • Change Management: Evaluate, negotiate, and finalize variation orders, new rate build-ups, and change requests. Audit contractor rate structures and substantiations to aggressively mitigate financial risk to the client.

  • Claims Evaluation: Review contractor notices, contractual claims, and time-extension requests. Assist the FIDIC Engineer in formulating detailed commercial determinations, contractual correspondence, and dispute mitigation strategies.

  • Site Measurement & Verification: Perform routine site visits and physical quantity verifications to audit contractor progress reports, evaluate provisional sums, dayworks, and prime cost sums.

  • Cost Controls & Reporting: Maintain impeccably accurate, auditable cost control records. Assist Project Controls in updating the overall project cost ledger, cash flow projections, and monthly financial reporting metrics for senior management and the client.

What Required Skills You'll Bring

  • Education: Bachelor’s degree in Quantity Surveying, Commercial Management, Civil Engineering, or a related construction discipline from a recognized global institution.

  • Experience: Minimum of 10 years of demonstrable experience in quantity surveying and commercial management, with a clear focus on heavy civil engineering, roads, utilities networks, and major master-planned infrastructure projects.

  • Contractual Acumen: Deep, proven proficiency working with the FIDIC suite of contracts within a PMC, Engineer’s Representative, or Client-side infrastructure organization.

  • Technical Tools: High proficiency in industry-standard estimation and quantity surveying software (e.g., CostOS, Candy, or Primavera) alongside advanced Excel capabilities for deep financial data analysis.

  • Regional & Logistics Adaptability: Prior experience working within Saudi Arabia or the wider GCC region on complex master-planned developments. Willingness and ability to work effectively on-site within remote or fast-paced project environments in the Tabuk province.

  • Communication: Exceptional command of written and spoken English, featuring robust contract report writing skills and confident stakeholder communication.

What Desired Skills You'll Bring

  • Professional membership or chartership with an internationally recognized institution, such as the Royal Institution of Chartered Surveyors (MRICS) or the Chartered Institute of Building (MCIOB).

  • Fluency in spoken or written Arabic is considered a distinct advantage for local contractor and stakeholder interface.

  • Direct experience delivering fast-track infrastructure packages on KSA Giga-projects.
