Job Description:

Parsons is looking for an experienced Quality Manager to join our team! In this role, you will be responsible for establishing and maintaining quality assurance and quality control (QA/QC) processes across all phases of a major metro project in the United Arab Emirates. You will ensure that all project deliverables meet regulatory, client, and Parsons’ quality standards, from feasibility and design through to construction, commissioning, and close-out. This role requires extensive experience in rail and metro infrastructure projects, with a strong preference for candidates who have worked in the UAE or GCC region.

What You'll Be Doing:

• Develop, implement, and maintain the Project Quality Management Plan (QMP), ensuring compliance with ISO 9001 and client-specific quality standards.

• Lead quality audits, inspections, and surveillance activities to assess compliance with contractual and regulatory requirements.

• Establish and monitor Key Performance Indicators (KPIs) to measure quality performance across project phases.

• Oversee design and construction quality control processes, ensuring proper documentation, testing, and verification procedures are followed.

• Ensure non-conformance reports (NCRs) and corrective/preventive actions (CAPA) are effectively managed and closed out in a timely manner.

• Collaborate with engineering, procurement, construction, and HSE teams to integrate quality requirements into all project activities.

• Manage the review and approval of contractor quality plans, method statements, and inspection test plans (ITPs).

• Provide leadership in continuous improvement initiatives, identifying opportunities to enhance project quality performance.

• Support the preparation and evaluation of tender documents to ensure quality requirements are clearly defined and achievable.

• Liaise with clients, consultants, and regulatory authorities to ensure quality objectives are aligned with stakeholder expectations.

• Train and mentor project personnel on quality management principles, procedures, and best practices.

• Ensure proper document control and records management for all quality-related documentation.

• Conduct root cause analysis on recurring quality issues and implement long-term solutions.

What Required Skills You'll Bring:

• Bachelor’s degree in Engineering, Quality Management, or a related field.

• 15+ years of experience in quality management roles, preferably in large-scale metro or rail infrastructure projects.

• ISO 9001 Lead Auditor certification is preferred.

• Extensive experience in QA/QC processes, compliance audits, and supplier quality management.

• Strong knowledge of UAE regulatory requirements and international quality standards.

• Demonstrated ability to manage multiple stakeholders, including contractors, consultants, and regulatory bodies.

• Proficiency in root cause analysis, risk management, and continuous improvement methodologies.

• Experience in contractor oversight, ensuring compliance with quality assurance obligations.

• Excellent communication and leadership skills, with the ability to drive a culture of quality and accountability.
