Job Description:

Parsons is seeking a highly skilled Quality Engineer (Saudi National) to ensure the highest standards of excellence on our major infrastructure projects in Saudi Arabia. You will be responsible for developing, implementing, and managing Quality Management Systems (QMS) that align with international standards and the specific rigorous requirements of Saudi Giga-projects. Your role is critical in ensuring that every phase of construction and design meets the "built-to-last" promise of Vision 2030.

Key Responsibilities

  • Quality Planning: Develop and maintain Project Quality Plans (PQP), Inspection and Test Plans (ITP), and quality procedures tailored to specific project needs.

  • Auditing & Compliance: Conduct internal and external quality audits on contractors and sub-consultants to ensure adherence to ISO 9001:2015 and project specifications.

  • Site Inspections: Oversee on-site inspections and monitor material testing results to ensure all construction activities meet approved technical standards.

  • Non-Conformance Management: Identify, document, and track Non-Conformance Reports (NCR). Lead root-cause analysis and ensure effective corrective and preventive actions are implemented.

  • Performance Metrics: Establish and monitor Quality Key Performance Indicators (KPIs) and provide detailed quality trend analysis to project leadership.

Required Qualifications

  • Education: Bachelor’s degree in Engineering (Civil, Mechanical, Industrial or Electrical) from a recognized university.

  • Experience: A minimum of 7 years of experience in Quality Assurance/Quality Control (QA/QC) within the construction or engineering sectors.

  • Certifications: ISO 9001:2015 Lead Auditor certification is mandatory. Membership in the Saudi Council of Engineers (SCE) is required.

  • Standards Knowledge: Deep understanding of international codes (ASTM, ACI, ASME) and the Saudi Building Code (SBC).

Preferred Skills

  • Communication: Fluent in Arabic and English, with the ability to write technical reports and present findings to high-level stakeholders.

  • Analytical Skills: Proficient in using statistical tools and quality software to track performance data.

  • Leadership: Strong interpersonal skills with the ability to influence contractors and maintain high standards under tight deadlines.

  • Problem Solving: A proactive approach to identifying potential quality risks before they impact the schedule.
