Job Description:
Parsons is looking for an amazingly talented Project Quality Specialist – MEP to join our team!
What You’ll Be Doing
- Provide specialist quality oversight for all MEP project activities.
- Implement and monitor MEP quality requirements in accordance with the Project Quality Plan and approved procedures.
- Review MEP drawings, specifications, Method Statements, ITPs, checklists, and inspection requirements.
- Monitor MEP installation activities for compliance with approved design and project requirements.
- Conduct quality inspections, surveillance activities, and audits of MEP works.
- Review Material Inspection Requests (MIRs), Work Inspection Requests (WIRs), test reports, material certificates, and technical documentation.
- Verify that approved materials and equipment are used, properly stored, protected, and installed.
- Monitor Contractor and Subcontractor QA/QC performance.
- Identify MEP quality risks, defects, non-conformances, and recurring issues.
- Review and monitor MEP-related NCRs, observations, and corrective actions.
- Support root cause analysis for major or recurring MEP quality issues.
- Verify corrective and preventive actions prior to closure.
- Coordinate with Engineering and Construction teams to resolve technical quality issues.
- Participate in technical coordination meetings, quality workshops, inspections, and audits.
- Monitor MEP testing and commissioning activities.
- Ensure testing and commissioning records are complete and compliant.
- Support final inspection, snagging, punch-list closure, and handover activities.
- Maintain accurate MEP quality records and documentation.
- Prepare weekly and monthly quality reports and performance dashboards.
- Promote quality awareness and continuous improvement across MEP teams.
Mechanical Quality Responsibilities
- Monitor installation quality of HVAC systems, including:
- Chillers
- AHUs
- FCUs
- Pumps
- CHW Systems
- Condenser Water Systems
- Ductwork
- Ventilation Systems
- Mechanical Pipework
- Heat Exchangers
- Pressurization Systems
- Smoke Control Systems
- Inspect mechanical equipment installation, alignment, supports, vibration isolation, and connections.
- Monitor chilled water pipe installation, pressure testing, flushing, cleaning, and insulation.
- Verify ductwork installation, leakage testing, insulation, sealing, and fire / smoke damper installation.
- Monitor HVAC equipment testing, balancing, and commissioning.
- Review TAB reports and verify compliance with project requirements.
- Monitor mechanical plantroom installation and equipment interfaces.
- Support quality verification of mechanical systems during integrated testing and commissioning.
Electrical Quality Responsibilities

- Monitor installation of electrical containment, trays, ladders, conduits, and supports.
- Review electrical testing and commissioning records.
- Monitor insulation resistance, continuity, earth resistance, cable testing, and functional testing.
- Verify electrical equipment installation and manufacturer requirements.
- Coordinate electrical quality requirements with Civil, Structural, ICT, Security, and other disciplines.
Plumbing & Fire Protection Quality Responsibilities
- Monitor installation of:
- Domestic Water Systems
- Hot Water Systems
- Drainage
- Soil & Waste Systems
- Stormwater Systems
- Plumbing Fixtures
- Fire Fighting Systems
- Sprinkler Systems
- Fire Hose Reels
- Fire Pumps
- Fire Hydrants
- Verify pipework installation, slopes, supports, joints, valves, and connections.
- Monitor pressure testing, leakage testing, flushing, and disinfection where applicable.
- Review fire protection testing and commissioning records.
- Verify sprinkler and fire-fighting system installation against approved drawings and specifications.
- Monitor coordination between plumbing, fire protection, HVAC, electrical, and architectural works.
MEP Inspection & Testing
- Review and monitor MEP ITPs and inspection procedures.
- Ensure Hold Points and Witness Points are properly managed.
- Coordinate inspections with Contractors, Consultants, and Client representatives.
- Review equipment and material certificates.
- Monitor factory acceptance testing where required.
- Review pressure testing, hydrostatic testing, flushing, cleaning, insulation, and functional testing.
- Monitor electrical testing and commissioning.
- Review HVAC testing, adjusting, and balancing results.
- Monitor integrated system testing and commissioning.
- Ensure failed tests are investigated and corrective actions implemented.
- Maintain complete inspection and testing records.
Engineering & Coordination Responsibilities
- Review MEP design documentation for quality and constructability considerations.
- Coordinate with MEP Engineers and Design Consultants on quality-related technical issues.
- Ensure construction teams are working from the latest approved drawings and revisions.
- Monitor design changes and verify that approved changes are incorporated into construction.
- Coordinate MEP interfaces with Civil, Structural, Architectural, Utilities, ICT, Security, and specialist systems.
- Support resolution of RFIs, Technical Queries, and design clarifications.
- Support BIM coordination and model-based quality reviews where applicable.
- Identify potential clashes and constructability issues affecting MEP quality.
Airport / Infrastructure & Airfield Responsibilities
- Provide MEP quality oversight across airport terminals, support buildings, infrastructure facilities, airfield facilities, and external areas.
- Monitor MEP systems within airside and landside environments.
- Support quality management of critical airport HVAC, electrical, plumbing, fire protection, and mechanical systems.
- Coordinate MEP quality requirements with airport operational constraints and phased construction.
- Monitor interfaces with existing live MEP systems and operational facilities.
- Support quality inspections for specialist airport systems and infrastructure.
- Ensure MEP works comply with Client, Consultant, authority, airport, and project-specific requirements.
NCR & Corrective Action Management
- Review and monitor MEP-related NCRs and quality observations.
- Support root cause analysis for installation defects and system testing failures.
- Coordinate corrective actions with Contractors, Construction, and Engineering teams.
- Verify rectification works and supporting evidence.
- Monitor recurring MEP quality issues and recommend preventive measures.
- Maintain MEP NCR and quality observation registers.
Quality Audits & Reporting
- Support and conduct quality audits and surveillance inspections of MEP Contractors and Subcontractors.
- Monitor compliance with project quality procedures and ISO 9001 principles.
- Prepare inspection and audit reports.
- Track corrective action and NCR closure.
- Prepare weekly and monthly MEP quality reports.
- Monitor key quality indicators including:
- NCRs
- Quality Observations
- Inspection Pass Rate
- Test Failures
- Equipment / Material Rejections
- Rework
- Audit Findings
- Corrective Action Closure
- Analyze quality trends and provide recommendations to Project Quality Management.
What Required Skills You’ll Bring
- Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related discipline.
- Minimum 10 years of relevant experience in MEP quality assurance / quality control on major construction projects.
- Strong experience in mechanical, electrical, plumbing, and fire protection systems.
- Experience on major airport, infrastructure, commercial, industrial, or multidisciplinary projects.
- Strong knowledge of MEP installation, inspection, testing, commissioning, and handover.
- Strong experience with ITPs, Method Statements, MIRs, WIRs, NCRs, testing procedures, and quality documentation.
- Good knowledge of applicable international codes and standards, including ASHRAE, NFPA, IEC, BS, and relevant local requirements.
- Experience working with Clients, Consultants, Contractors, and Subcontractors.
- Strong knowledge of ISO 9001 quality management principles.
- ISO 9001 Lead Auditor, CQI, or equivalent quality certification is preferred.
- Professional engineering certification is an advantage.
- Strong communication, coordination, analytical, and problem-solving skills.
