Job Description:

Parsons is looking for an amazingly talented Project Director to join our team! In this role you will lead the delivery of a high-profile project, scope includes extensive Public Realm worksmajor utility infrastructure, and acting as The Engineer under the contract. The successful candidate will oversee the design, construction, and commissioning of large-scale Water Treatment Plants (WTPs)pumping stationssubstations, and complex utility diversions.

What You'll Be Doing:

  • Lead the full lifecycle of the project from planning through execution and handover.

  • Act as The Engineer under the contract, ensuring compliance with technical specifications, quality standards, and contractual obligations.

  • Manage multidisciplinary teams including consultants, contractors, and stakeholders.

  • Oversee the delivery of major infrastructure components including WTPs, pumping stations, substations, and public realm elements.

  • Coordinate complex utility diversions and ensure minimal disruption to existing services.

  • Ensure alignment with regulatory requirements, safety standards, and sustainability goals.

  • Monitor project performance, budget, schedule, and risk, implementing corrective actions as needed.

  • Provide strategic leadership and decision-making across all phases of the project.

  • Liaise with government entities, developers, and other stakeholders to ensure smooth project delivery.

What Required Skills You'll Bring:

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field (Master’s preferred) with 25 years of experience in large-scale infrastructure or urban development projects.

  • Proven track record in delivering public realm and utility-heavy projects in complex urban environments.

  • Strong experience acting as The Engineer under FIDIC or similar contract frameworks.

  • Deep technical knowledge of water treatment, electrical infrastructure, and utility coordination.

  • PMP or similar project management certification is a plus.

  • Excellent leadership, communication, and stakeholder management skills.

  • Experience working in the Middle East is highly desirable.
