Project Director Design ( Infrastructure & Mixed Used)
Abu Dhabi, UAE
Parsons is seeking a highly experienced Design Delivery Manager to oversee the full lifecycle of infrastructure design delivery, from master planning through to Issued for Construction (IFC). The role is focused on a major development, supporting a complex mixed-use and infrastructure program.
You will be responsible for managing the design delivery process from concept handover through detailed design and IFC stages, ensuring technical excellence, coordination across disciplines, and successful execution of all design packages. The project is currently at master planning stage for infrastructure, with concept design developed by a third party and Parsons responsible for full design delivery.
This role requires a senior civil engineering professional with strong experience in infrastructure and/or mixed-use developments, deep knowledge of design coordination, and strong capability in risk management across large-scale projects.
What You'll Be Doing:
Lead and manage the full design delivery lifecycle from master planning through to IFC.
Oversee the development and completion of infrastructure design packages based on an externally developed concept design.
Coordinate multidisciplinary design teams to ensure integration of civil, utilities, roads, drainage, and related infrastructure works.
Ensure design outputs meet client requirements, authority standards, and project specifications.
Manage design schedules, deliverables, and quality control across all disciplines.
Identify, assess, and manage design and project risks, ensuring mitigation strategies are implemented effectively.
Ensure seamless coordination between internal teams, consultants, and stakeholders.
Support technical decision-making and resolve complex design and interface issues.
Monitor progress and ensure timely delivery of design milestones.
Ensure compliance with applicable codes, standards, and regulatory requirements.
Act as the main point of coordination for design delivery with the client and project stakeholders.
Promote best practices in design management, value engineering, and technical excellence.
What Required Skills You’ll Bring:
Bachelor’s degree in Civil Engineering or a related discipline.
Minimum 20 years of experience in civil engineering and design delivery.
Strong experience in infrastructure and/or mixed-use development projects.
Proven track record in managing full design lifecycle from master planning to IFC.
Strong understanding of design coordination, multi-disciplinary integration, and infrastructure systems.
Experience in risk management within large-scale engineering projects.
Strong leadership, communication, and stakeholder management skills.
Ability to manage complex design programs in fast-paced environments.
What Desired Skills You’ll Bring:
Experience working on large-scale master-planned communities or district developments.
Strong familiarity with UAE or GCC infrastructure projects is highly preferred.
Ability to manage externally developed concept designs and lead downstream design delivery.
Strong analytical and problem-solving skills with a proactive approach to risk identification and mitigation.
