Job Description:

Parsons is looking for an amazingly talented Project Controls Subject Matter Expert (SME) to join our team at the Pantex Plant in Amarillo, Texas!

In this role you will get to work directly along with other Parsons team members and the DOE client to facilitate the design, construction, construction quality, commissioning, and start-up of large line-item projects to bring the Pantex facilities into the 21st century.

You will be providing project controls and possibly some project management support to the DOE Federal Program Director(s) (FPD) during construction of capital line-item and other construction projects at the Pantex Plant in Amarillo, Texas. Independently reviews the development and implementation of highly complex schedules and cost estimates, providing feedback to the FPDs supported.

The successful candidate has demonstrated construction scheduling and estimating experience during design, construction, fabrication, and installation of equipment. Candidate understands project risks and their impacts on cost and schedule and can inform the project FPDs of potential mitigations.

**Position is hybrid, but candidate, must be located near Amarillo, TX.**

What You'll Be Doing:

  • Serves as a technical consultant within area of expertise. May be asked to provide support and technical opinions in more than one discipline.
  • Creates technical solutions to meet client and regulatory requirements. Actively seeks improvements to work processes and collaborates with team members to implement them.
  • Researches, analyzes, and organizes statistics or other technical materials for specific applications to help meet project schedules.
  • Keeps Pantex Plant’s FPDs informed of project progress. Makes formal presentations to the FPDs being supported and to Parsons team management.
  • Maintain Project Issue/Project Operational Awareness
  • Conduct and Document FPD Requested Management Assessments
  • Conduct and Document FPD Requested Limited Scope Reviews
  • Conduct and Document FPD Requested Technical Reviews
  • Report Urgent/Critical Issues to the FPD
  • Provide Oversight of project technical, cost, schedule, risk, and quality support
  • Assist FPD in preparation of any project reporting and briefing documents
  • Work with ECMS team to provide independent analysis and evaluation of contractor cost estimates,
  • Provide independent analysis and evaluation of contractor schedules
  • Continuously monitor and report on contractor project management reports, field changes, submittals, requests for information, cost and schedule documentation, submittals, risk plans and mitigations
  • Review Weekly FPD report
  • Participate in MPR meetings
  • Review Construction Contractor Monthly Schedule Activity Progress Completion Claims 
  • Review M&O Monthly Schedule Update
  • Review Contractor Payment Requests
  • Respond to FPD Directed Tasks
  • May work independently on special assignments or as part of a working team

What Required Skills You'll Bring:

  • 15 years of combined relevant education and experience.
  • Scheduling experience.
  • Cost Estimating experience.
  • Familiar with details and requirements of Department of Energy (DOE) Order (O) 413.3B, Program and Project Management for the Acquisition of Capital Assets, and all Supplemental Documents to this Order.
  • A working knowledge of the Earned Value Management System (EVMS) is required.
  • Candidate must be able to complete a variety of technical assignments within one or multiple areas of expertise or discipline.
  • US Citizen with a DoE L clearance.

What Desired Skills You'll Bring:

  • Current DoE Q Clearance
  • Department of Energy experience is desired, and knowledge of nuclear facilities and processes is a plus.
  • Construction Design Review experience.
  • Construction Quality Assurance and Quality Control experience.
  • Review experience for construction documents such as RFIs, submittals, change requests, daily and weekly reports, etc.

Salary Range: 

$104,200.00 - $210,600.00
