Job Description:
Parsons is looking for an amazingly talented Project Controls Manager to join our team!
The Project Controls Manager shall be responsible for establishing, managing, and maintaining integrated project control systems to ensure effective monitoring of cost, schedule, and risk performance across all phases of the Project Management and Construction Management (PMCM) scope for a flagship FIFA stadium in Riyadh, KSA.
The role ensures that all project control functions are implemented in accordance with the Client’s reporting framework, contractual requirements, and the standards set forth in the PMCM Scope of Services. The Project Controls Manager shall provide accurate, timely, and transparent performance data to support strategic decision-making by the Client and project leadership.
Core Responsibilities:
- Develop, implement, and maintain the Master Project Schedule encompassing all project phases, including design development, early works, main construction, commissioning, and handover, ensuring full alignment with the approved baseline.
 - Monitor and report on project performance against cost, time, and risk baselines, identifying variances and recommending appropriate mitigation or recovery measures.
 - Establish and maintain cost management, risk control, and progress measurement frameworks consistent with the Client’s reporting standards and PMCM contractual requirements.
 - Lead the preparation of monthly progress dashboards, key performance indicators (KPIs), and variance analyses to provide clear visibility of project status and trends.
 - Coordinate with the Project Director, Commercial / Contract Manager, and other discipline leads to ensure consistency and accuracy across schedule, cost, and risk data.
 - Review, analyze, and evaluate contractor-submitted schedules, progress updates, recovery programs, and forecasts to verify alignment with contractual obligations and project milestones.
 - Support the Commercial / Contract Manager in quantifying and tracking the cost and schedule impact of variations, claims, and potential risks.
 - Maintain auditable records of all project control data, including approved baselines, schedule revisions, cost reports, and change logs.
 - Ensure that the project’s reporting systems and tools (e.g., Primavera P6 and related platforms) are properly configured and utilized to generate standardized outputs for Client reporting.
 - Provide proactive early warnings to the Project Director and Client regarding deviations in project performance and recommend corrective actions.
 - Ensure compliance with the PMCM’s integrated reporting cycle, ensuring the accuracy and consistency of progress data submitted to the Client.
 
Qualifications and Experience:
- Bachelor’s Degree in Engineering, Project Management, or a related discipline from a recognized institution.
 - Minimum 20 years of professional experience in project controls, planning, cost management, and risk monitoring for large-scale infrastructure or public facility projects.
 - Proven proficiency in Primavera P6 and advanced project control systems, with demonstrated experience in establishing integrated cost–schedule control frameworks.
 - Comprehensive understanding of FIDIC-based contracts, progress measurement methodologies, and earned value management principles.
 - Strong analytical, reporting, and coordination skills with a track record of managing project controls for major stadiums, arenas, or mega-projects in the region.
 - Ability to interface effectively with multidisciplinary teams, ensuring alignment of data, forecasts, and reporting with the Client’s strategic objectives.
