Job Description:
Parsons is looking for an amazingly talented Program Controls Director to join our team! In this role you will get to lead program controls functions on some of the largest programs in the region.
What You'll Be Doing:
- Supports Program Controls activities within the assigned sector and manages resource assignments and staffing requirements within the sector.
- Functionally leads a diversified team of program controls professionals who are assigned to the various programs/projects within the sector.
- Establishes and maintains regular contact with Program Directors/Managers to ensure that their program controls related requirements are fulfilled.
- Interfaces with clients as/when required to support the business as the ‘face’ of Program Controls for the sector.
- Leads program controls efforts during proposals (pre-contract). Leads the development of the proposal schedule, WBS, cost estimate for program controls services, and program controls-related proposal content. Selects/evaluates proposed candidates for key program controls positions.
- Leads program controls activities during mobilization/start-up upon award. Identifies/assigns program controls resources and develops/implements systems and procedures as the start-up program controls lead.
- As a member of the Regional Program Controls Leadership, participates in identifying initiatives focused on the improvement and advancement of program controls services across the organization, and leads the implementation of those initiatives, either within the sector or across the region.
- Oversees the development and maintenance of established systems and procedures, and utilizes best practices to introduce further improvements to existing and new business processes.
- Performs other responsibilities associated with this role as may be required.
What Required Skills You'll Bring:
- Bachelor's degree in Engineering or Construction Management (or related field).
- Professional certification via a renowned accreditation body in project management and/or controls.
- 20+ years of related experience, including 5+ years of supervisory/managerial experience.
- Experience in leading project controls organization(s), either on major programs or at corporate level, within a reputed consultancy organization.
- Diversified knowledge and experience in all aspects of project controls, with specific focus on planning/scheduling, cost control, earned value management, reporting, and risk management. Equally robust knowledge of both schedule and cost management is required.
- Proven ability in delivering informal and formal presentations, both internally and externally, for high-level matters, e.g. substantiation of a business case or presenting a solution to a complex problem.
- Proficient PC skills including a proficiency in various Project Controls Software and Microsoft Office Suite.
- Thorough knowledge of industry best practices.
- Incumbent must meet Parsons Project Controls Manager Certification requirements.
What Desired Skills You'll Bring:
- Experience leading the program controls functions during the start-up phase of major programs, including implementation of systems and procedures
- Good knowledge of various Project Management Information Systems (PMIS)
- Reasonable knowledge of latest technologies in the market, e.g. AI-powered solutions.
