Job Description:

Program Controls Director

Abu Dhabi, UAE

Parsons is looking for an exceptionally talented Program Controls Director to join our team! In this role, you will lead and oversee the Program Controls functions, ensuring the successful delivery of program controls services, governance, systems, resources, and best practices throughout the project lifecycle.

What You'll Be Doing:

• Supports Program Controls activities across the Abu Dhabi & Oman Sector, overseeing resource allocation and staffing requirements.

• Maintains regular engagement with Program Directors to ensure Program Controls requirements are effectively identified and delivered.

• Acts as the primary Program Controls representative for the Abu Dhabi & Oman Sector, interfacing with clients as required to support business objectives.

• Leads Program Controls activities during the proposal and pre-contract phases, including the preparation of Program Controls content, identification of required technologies, and evaluation and selection of candidates for key Program Controls positions.

• Leads Program Controls mobilization and start-up activities following contract award as part of the EMEA Operations Fast Start Team. This includes agreeing the Program Controls delivery strategy with the client, assigning resources, and establishing the Program Controls framework, systems, and operating procedures.

• Provides functional leadership to the Program Controls community across all programs, fostering professional development, knowledge sharing, and career progression.

• Works closely with program and recruitment teams to assess the technical competency of external candidates and support internal mobility opportunities for Program Controls personnel.

• As a member of the Regional Program Controls Leadership Team, contributes to the identification, development, and implementation of initiatives that enhance and advance Program Controls services across the sector and region.

• Supports the adoption and implementation of regional and organizational initiatives across Abu Dhabi & Oman programs, facilitating training, ensuring compliance, and promoting best practices to drive continuous improvement of business processes.

• Undertakes other duties and responsibilities associated with the role as required.

What Required Skills You'll Bring:

• Bachelor's degree in Engineering, Construction Management, Business Administration.

• Professional certification via a renowned accreditation body in project management and/or controls.

• 20+ years of related experience, including 10+ years of supervisory/managerial experience.

• Experience in leading program controls organization(s), either on major programs or at corporate level, within a reputed consultancy organization.

• Experience in leading program controls functions during the start-up phase of major programs, including implementation of governance frameworks, systems and procedures.

• Diversified knowledge and experience in all aspects of program controls, with specific focus on planning/scheduling, risk management, cost control, earned value management, and executive reporting.

• Proven ability in delivering informal and formal presentations, both internally and externally, for high-level matters.

• Thorough knowledge of industry best practices.

• Proficient PC skills including proficiency in various Project Controls Software and familiarity with Project Management Information Systems (PMIS)
