Job Description:
Parsons is seeking a highly skilled Procurement Director to join our team for a major aviation program in the European Union (EU).
POSITION OVERVIEW:
Provides leadership and management for all procurement and supply chain activities under the Public Procurement Law (PPL) for construction investment projects. The Procurement Director will be responsible for developing and implementing procurement strategies, managing high-value contracts, ensuring compliance with EU and national procurement regulations, and supporting the delivery of a major aviation program in the EU.
This position requires extensive experience in public procurement procedures for construction projects, including industrial facilities, public utilities, or transport infrastructure, and proven expertise in supervising or coordinating large-scale procurement in line with statutory requirements.
SPECIFIC RESPONSIBILITIES:
- Lead and manage the preparation and execution of procurement procedures based on the PPL Law for construction investment projects.
- Develop procurement strategies and plans for major aviation-related construction and infrastructure works. Ensure alignment with the client’s objectives.
- Ensure compliance with EU and national procurement regulations, including transparent and competitive bidding processes.
- Draft, review, and manage tender documentation, contracts, and procurement schedules.
- Coordinate procurement activities across multidisciplinary teams during design, construction, and AIM development stages.
- Manage procurement interfaces with design managers, construction managers, BIM teams, and program leadership.
- Oversee supplier and contractor prequalification, evaluation, and selection.
- Negotiate and manage contracts with vendors, consultants, and contractors to secure cost-effective and quality outcomes.
- Ensure procurement activities align with program requirements, projects milestones, and budget constraints.
- Provide training, guidance, and mentoring to procurement staff and project teams.
- Monitor market trends, supplier performance, and risks, recommending mitigation strategies.
- Represent the program in dealings with public authorities, contractors, and stakeholders on procurement-related matters.
EDUCATION/EXPERIENCE:
- Bachelor’s (Master’s degree preferred) in Law, Business Management, Engineering, or related field.
- At least 10 years of experience in preparing and managing public procurement procedures under the PPL Law for construction investment projects involving industrial facilities, public utilities, or transport infrastructure.
- At least 10 additional years of senior-level experience beyond the above, specifically in managing procurement for large-scale construction projects.
- Proven experience in airport or transport infrastructure projects, preferably involving new construction or expansions with increased passenger capacity.
- Experience in coordinating with BIM teams to integrate procurement with digital project delivery and asset management.
- Strong knowledge of EU public procurement directives and compliance frameworks.
- Native Polish speaker or Fluent in Polish (mandatory).
- Strong command of English for international coordination and reporting.
- Professional certification in procurement or contract management (CIPS, PMP, or equivalent) preferred.
SKILLS/COMPETENCIES:
- Expert knowledge of PPL Law procedures and EU procurement regulations.
- Strong leadership and management skills in public procurement for major infrastructure programs.
- Excellent contract drafting, negotiation, and administration skills.
- Strong understanding of procurement in construction and aviation contexts.
- Ability to coordinate procurement with BIM processes and program requirements.
- Excellent communication and stakeholder management skills in Polish and English.
- High integrity, transparency, and commitment to ethical procurement practices.
- Strong analytical, problem-solving, and risk management skills.
