Job Description:
Parsons is looking for an amazingly talented Procurement Director to join our team! In this role you will get to manage the full procurement lifecycle, from strategy development and route-to-market planning through sourcing, negotiation, contract award, mobilisation and ongoing supplier performance management.
What You'll Be Doing:
Procurement Strategy and Category Management
- Develop and implement procurement strategies for facilities management, asset operations and recurring operational services.
- Lead category management across areas including:Hard and soft facilities management servicesEngineering and building maintenanceAsset maintenance and lifecycle servicesSecurity and concierge servicesCleaning and hygiene servicesWaste management and recyclingLandscaping and grounds maintenanceUtilities and operational support servicesOther business-as-usual operational contracts
- Define appropriate route-to-market approaches, sourcing models and commercial structures.
- Develop contract packaging and procurement plans aligned with operational requirements, business priorities and market conditions.
- Establish appropriate commercial models, including fixed-price, performance-based, gainshare, reimbursable and hybrid arrangements where appropriate.
- Identify opportunities to improve value, resilience, service quality, innovation and operational efficiency.
Sourcing and Contract Management
- Lead complex, end-to-end procurement activities from initial strategy through to contract award and implementation.
- Prepare procurement plans, sourcing strategies, tender documentation, evaluation methodologies and contract award recommendations.
- Manage competitive tenders, negotiations, clarifications, commercial evaluations and supplier due diligence.
- Ensure procurement activities comply with applicable governance, policies, delegations and regulatory requirements.
- Lead contract mobilisation and transition activities to support uninterrupted service delivery.
- Develop and maintain effective contract management frameworks for operational service contracts.
- Ensure contracts include clear scopes of service, pricing mechanisms, performance standards, KPIs, SLAs, incentives, remedies and governance arrangements.
- Manage contract variations, extensions, renewals, claims, disputes and commercial changes.
- Monitor supplier performance and ensure contractual obligations are met throughout the contract lifecycle.
Supplier and Stakeholder Management
- Establish and maintain strategic relationships with key suppliers and service providers.
- Lead supplier performance reviews, governance meetings and continuous improvement initiatives.
- Manage supplier performance against agreed KPIs, SLAs, service credits, reporting requirements and improvement plans.
- Work closely with operational stakeholders to understand service requirements and resolve supplier or contract-related issues.
- Build trusted relationships with senior stakeholders, operational teams, finance, legal, risk, technical and project functions.
- Provide commercially sound advice on procurement, supplier performance, contract risks and market opportunities.
- Support business-as-usual service delivery by ensuring procurement decisions are practical, timely and aligned with operational needs.
Procurement Governance and Risk Management
- Strengthen procurement governance, controls, policies, processes and reporting.
- Ensure appropriate governance is applied to procurement strategies, sourcing decisions, contract awards and contract changes.
- Maintain oversight of procurement risks, dependencies, commercial exposures and supplier resilience.
- Promote transparency, consistency, competition and integrity across procurement activities.
- Develop procurement performance reporting, category dashboards, savings tracking and supplier performance metrics.
- Support audit, assurance and compliance requirements.
Leadership and Team Management
- Lead, manage and develop procurement professionals across relevant categories and operational workstreams.
- Allocate resources effectively across multiple concurrent procurement and contract management activities.
- Establish clear objectives, performance expectations and professional development plans for the procurement team.
- Promote a collaborative, commercially focused and service-oriented procurement culture.
- Provide guidance and coaching on sourcing, negotiation, contract management and stakeholder engagement.
- Represent the procurement function at senior leadership, steering committee and governance forums.
What Required Skills You'll Bring:
- Significant procurement experience in city operations, facilities management, asset operations or similarly complex operational environments.
- Strong experience sourcing and managing contracts across FM, hard and soft services, maintenance, security, cleaning, waste management and other operational services.
- Proven experience managing strategic supplier relationships and service performance against KPIs and SLAs.
- Strong category management, procurement governance and commercial management experience.
- Demonstrated ability to work effectively with operational stakeholders and support uninterrupted business-as-usual service delivery.
- Experience developing procurement strategies, route-to-market approaches and commercial models for recurring operational services.
- Proven leadership experience managing procurement teams and engaging with senior stakeholders.
- Experience within one or more of the following environments would be beneficial:
- Large-scale developments
- Smart cities
- Giga-projects
- Major infrastructure programmes
- Mixed-use developments
- Degree in procurement, supply chain, business, finance, law, engineering or a related discipline.
- Professional procurement qualification, such as CIPS or an equivalent, is preferred.
