Job Description:
Due to the expansion of productivity at our Yanbu Program, on the West Coast of Saudi Arabia, and the increasing size of our Design and Engineering Department, Parsons is looking to introduce to the Team a Principal Supervising Engineer - Electrical (Design Technical Lead) to be responsible for the effective control of the Electrical Engineering Unit. Provides professional support to the program projects with emphasis on promoting and maintaining the technical adequacy, uniformity, and quality of the project designs in conformance with approved standards and codes.
Member of the Technical Support Section of the Engineering Department providing support to all Yanbu projects Reports professionally to the TSS Supervisor and RC Section Manager. Provides effective leadership and technical assistance in a specialized area to subordinates or peers. Interfaces with other engineering disciplines, project staff, other RCIMSC departments, A/E representatives, and construction contractor representatives.
Primary activities will include:
Plan and perform engineering work as necessary to meet the overall city industrial and community infrastructure development program requirements and standards.
Manage the engineering discipline team to meet the development program requirements including resource planning, workload prioritization and coordination with other disciplines and departmental sections.
Provides leadership, guidance and training to lower-level personnel and monitors their performance.
Review A/E consultant and EPC contractor design drawings, specifications, and calculation submittals; and coordinate the same with the work of other disciplines.
Provide technical advice to other sections and departments within the Royal Commission including participation in meetings and workshops required.
Prepare proposals for design work including scope of work, design concepts, sketches and costs estimates for labor, equipment, and materials.
Prepare and update technical specifications, guidelines, and standard drawings in coordination with other disciplines.
Provide technical assistance during pre-bid conferences, proposal evaluations, and post-award or other contract conferences and value engineering.
Actively participates in value engineering and constructability workshops.
Process submittals/substitution requests during construction and address RFI's. Review vendor and shop drawings and construction materials. Assist in resolving clashes and conflicts between services.
Perform field inspections and provide professional field support and construction trouble shooting as necessary during construction phases.
Preparation and presentation of technical correspondence, reports, and studies.
Functions as a technical expert in performing analyses in specialized areas. Reviews and provides guidance in problem areas, recommends solutions, alternatives and improvements.

A Degree in Electrical Engineering from a recognized Western University with a minimum of 15 years postgraduate professional experience. Alternatively, a Masters Degree Qualification with at least 12 years Post Graduate experience would be accepted.
Minimum of 5 years as discipline team lead or supervisor including design of large scale industrial, commercial and residential infrastructure projects is expected.
Previous experience of working in the Middle East and knowledge of Saudi Building Code (SBC Codes) regulations will be considered an advantage.
Registration in Country of Origin in an Engineering Professional Association equivalent to US PE or UK Chartered Engineer status is essential.
A proven record of technical and administrative ability in design management including the ability to communicate effectively in spoken and written English is essential.
Demonstrable experience in the application of North American and international codes and standards.
Preference will be given to candidates with experience of BIM processes and procedures in accordance with ISO 19650 or the US National BIM Standards.
Furthermore - extra consideration will be given to applicants with Middle East experience and ideally familiarity with Saudi Building Codes (SBC)
Additional Skills:
Extensive overall experience in designing electrical systems for large scale industrial, commercial, and residential facilities including the ability to check designs prepared by NE design consultants and EPC contractors for high voltage (115 to 380 kV), medium voltage (13.8 to 34.5 kV) and low voltage power, indoor lighting, outdoor and road lighting, grounding, communication, and fire alarm systems.
Fully conversant including hands-on experience in the use of electrical network analysis software including ETAP or similar to perform fault current, load flow and stability studies for power grids up to 380kV.
Experienced in the design of electrical systems and distribution networks including development of load estimates, sizing major equipment and circuits, cable capacity calculations, grounding, lightning projection, SCADA and ELV systems.
Fully conversant with national building codes for fire detection and protection and thorough knowledge of associated international standards including NFPA
