Job Description:
Parsons is looking for an amazingly talented Principal Specialist (Air Quality) to join our team! In this role you will be responsible for implementing departmental strategies for optimizing Air Quality in Yanbu Industrial City and provide technical advice and guidance to the Royal Commission for Yanbu’s Environmental Protection and Control Department (RCY-EPCD) as needed. This will be undertaken through review of Environmental Impact Assessments and special studies, field visits, research for BAT and preparing scientific technical reports.
Reports directly to the Team Leader Air Quality and indirectly to the SAPL Department Manager EPCD. Will support the department in daily operations, interfaces with industrial customers, new investors, EPCD members and senior RC Management. Receives administrative and technical direction in terms of broad project objectives from EPCD Department Director, SAPL Department Manager and Section Manager.
What You'll Be Doing:
Providing technical advice and recommendations in response to scope of works for and including the environmental impact assessment itself, from an air perspective.
Expert review of documentation relating to the RCER permitting process (predominantly permit application package forms and supporting information).
Assessment of air pollution control Best Available Technique and the verification of proposed measures’ applicability and suitability for the given process
Development and implementation of a system for reviewing air emissions inventories submitted by industry as part of their permit requirements utilizing international best practices, procedures and guidelines.
Identify and assess the sources of air pollution, including industrial emissions, fugitive dust, and vehicular pollutants, to verify compliance with standards.
Recommend additional or alternative air pollution control strategies, operational changes, or emissions reduction plans where necessary.
Assess proposed mitigation strategies and air pollution control technologies (e.g., scrubbers, ESPs, bag filters) for effectiveness and feasibility.
Check that air quality impacts, and control measures meet local, national, and international air quality standards, including Saudi environmental regulations.
Day-to-day management of the Yanbu Industrial City odor management strategy including identifying and implementing improvements based on international best practices and guidelines.
Assist and develop the existing air quality monitoring program to ensure its in line with international requirements
Evaluate the impact of air source pollution on ambient air based on stack testing results/calculation and air ambient monitoring.
Performing other related duties as assigned or directed by the RC
What Required Skills You'll Bring:
Bachelor's degree or equivalent in Environmental/Chemical Engineering, Environmental Science, or a related subject.
Minimum of 10 years of experience working in the field of Air Pollution and Environmental Monitoring.
Knowledge of US-EPA and EU regulations and standards for air quality. Knowledge of Quality, Health, Safety and Environmental (QHSE) regulations and procedures.
What Desired Skills You'll Bring:
Experience of the environmental regulatory process within the heavy industries, preferably with an Environmental Regulatory body.
Excellent spoken and written English language skills with the ability to communicate effectively.
Intermediate computer skills are essential with experience using MS Office (Word, Excel, Power Point)
