Job Description:
Parsons is looking for an amazingly talented Principal Contract Administrator to join our team! In this role you will be responsible for all assigned pre and post award contract administration functions. Provides supervision, training and technical guidance in the Contracts Department, including contract preparation, evaluation, negotiation and award of contracts, Conducting Studies and Design and Procurement type contracts. Responsible for protecting the Royal Commission and the Company interests in all contractual matters and ensuring Royal Commission & Government Procurement Laws and policies & procedures are complied with as well as ensuring legal and contractual compliance in all contractual matters between relevant parties.
Reports functionally to the Department Manager. Provides support to the Project Managers, Interfaces with Senior Management personnel in establishing procedures and problem resolution. Negotiates directly with senior contractor personnel.
What You'll Be Doing:
Provide training, mentoring, legal and contractual guidance to Contract Administrators in preparation of pre and post award Request for Proposals, verification of accuracy of bid packages and participates in the pre and post award evaluation / negotiation process.
Ensure and review work of Contract Administration Work for correctness and policy and procedural compliance.
Carry out the pre and post award activities including any schedules, provide advertisements for tenders and participates in the pre-ward meetings, evaluation and negotiation process, including functional role as Bid Evaluation Team Lead and Negotiation Team Leader.
Responsible for the timely preparation of legal and contractual documents and correspondence such as Request for Proposals (RFP) and other legal or contractual packages as required
Participate in selection, training and evaluation of personnel.
Advise appropriate Manager on contractual matters and relevant law, is the principal advisor at Project level with regard to the strategy for, and the conduct and recording of contract pre and post award negotiations.
Initiates/drafts prepares and or assists contractual correspondence in all contractual matters relating to any specific assigned contract
Prepares/assists in formulation and presentation of presentations relating to specific contractual topics to senior management.
Prepare and attend as required to Notice of Awards, Notice to Proceeds and Pre and Post Award Meetings.
Performs other duties as required or assigned that is expected of the role, by Senior Management.

External Contacts - Clients; Suppliers; Government Agencies
A close relationship is to be maintained with clients, Project Management Engineers, and Technical Planning
What Required Skills You'll Bring:
Degree in the field of Law/ Construction Management, Quantity Surveying, Engineering (or Other related field) with Minimum (10) ten years' experience in pre and post contract formation, negotiation and contract administration activities which include all manner of Construction Works, Operation & Maintenance, Consulting Studies. Design and large value infrastructure type construction contracts- Experience must include full range of public bidding activities, formulation of Bid Documents, responding to bidder questions, issuing addenda, Bid Evaluation, CosUPrice Analysis, leading meetings and negotiation for award.
What Desired Skills You'll Bring:
Must be fluent in English (Writing, reading and speaking) and effectively communicate regarding contract issues. Proficiency in Arabic language IS preferable.
Must have excellent writing skills. attention to detail and accuracy in work_ Must also be computers literate and skilled in the use Of MS Office (MS Word, MS Excel, MS Power Point) for word processing and presentation of spreadsheets, and use of other analytical software tools.
