Job Description:

PPP Senior Advisor - Infrastructure

Parsons is looking for a dynamic and innovative PPP Senior Advisor to join our team! In this role you will support the PPP Advisory practice to develop and deliver transaction advisory engagements and will advance our strategic PPP services in the UAE and across the region through a strong and credible industry presence.

This role requires a breadth of strategic and technical experience and track record spanning critical infrastructure, public service systems and the built environment, providing a range of transaction services including supporting our clients, SPV organizations, lenders and consultants throughout the development lifecycle.

What You'll Be Doing:

• Navigate and harmonize diverse regional frameworks, such as UAE PPP guidance and regulations, Saudi Public-Private Partnership Law and Oman’s PPP Law.
• Project initiation - transaction strategy, initiation, delivery models, procurement routes and market sounding.
• Contribution to Business Case development - VfM (value for money exercise), development of CAPEX/OPEX models and affordability inputs.
• Risk Allocation – creating and reviewing technical, O&M, lifecycle, interface and performance risks.
• Development of Concession Documents – creation of technical schedules, O&M requirements and performance standards
• Contribution to the Payment Mechanism – development of availability criteria, KPI development, deductions and payment, mechanism inputs.
• Technical Due Diligence - bidder / SPV reviews, development of technical bankability criteria, compliance and solution risks.
• Bid to Financial Close - undertaking bid leadership, answering clarifications, undertaking bidder evaluations and advisor coordination.
• Whole-Life & Handback strategy – developing asset management, residual life and handback requirements.
• Business growth - contribute to growth opportunities including proposals, capability statements and data sheets and support the preparation of PPP Transaction related outreach materials.

What Required Skills You'll Bring:

• 10 to 15 years successful experience in business consulting, transaction advisory, infrastructure engineering, driven advisory, design and referenced deployment projects around the world.
• Bachelor’s degree in a technology / engineering related field.
• Expertise in transaction PPP’s and whole of life projects.
• Specific experience within critical infrastructure, public services, mobility systems and the built environment.
• Proficiency in professional level written and spoken English.
• The candidate shall have excellent project management and communication skills.
• A proven capability to support multiple projects.
• The role will be based out of the UAE with as needed travel within MEA region for project related activities
• Experience of implementing PPP Transaction services in accordance with industry best practice with working knowledge of PPP regional regulations and guidance documents in UAE and KSA.

What Desired Skills You'll Bring:

• A background in asset management, whole-life costing and Operations and Maintenance practice for critical infrastructure, public services, mobility systems and the built environment.
• Experience in visualization and dashboarding (for example, using Power BI) to develop and support performance monitoring, risk profiling and decision-making.
• Ability to demonstrate assertiveness and operate effectively in an advisory environment, engaging confidently with Clients and stakeholders.
• Arabic language skills are a strong advantage for collaborating with clients and stakeholders across the MEA region.
• Strong stakeholder engagement skills with experience facilitating workshops, presentations and building client capability in PPP Transactions.
