Job Description:

Planning Engineer (Infrastructure)

Dubai, UAE

To independently review, monitor, and report on the Contractor's project program, progress, and time-related submissions on behalf of the Consultant, ensuring that planning is carried out in accordance with the Conditions of Contract, project specifications, and the requirements of the Client and relevant Dubai authorities (RTA, DM, DEWA). The Planning Engineer provides the Planning Manager and Resident Engineer with independent analysis of programme, progress, delays, and forecasts, and supports the assessment of Extension of Time (EOT) claims and acceleration proposals.

What You'll Be Doing

Programme Review & Approval

  • Review the Contractor's Baseline Programme, Revised Programs, and Recovery Programs for compliance with the contract requirements.

  • Verify logic, sequencing, durations, resource loading, cost loading, and critical path against drawings, specifications, and method statements.

  • Check that the programme correctly reflects key milestones, sectional completions, interface dates with authorities (RTA, DEWA, DM, Etisalat/du), and contractual constraints.

  • Recommend approval, conditional approval, or rejection of the Contractor's programme to the Resident Engineer.

Progress Monitoring & Reporting

  • Monitor actual progress against the approved Baseline Programme on a daily, weekly, and monthly basis.

  • Verify the Contractor's progress percentages, S-curves, earned value, and physical progress claims against site records.

  • Carry out site walks with the Contractor's planning team to validate reported progress.

  • Prepare independent weekly and monthly progress reports for the Resident Engineer and Client, including narratives, S-curves, manpower histograms, and critical path status.

Delay Analysis & EOT Claims

  • Analyze the Contractor's Extension of Time (EOT) claims using recognized techniques (Impacted As-Planned, Time Impact Analysis, As-Planned vs As-Built, Windows Analysis) in line with the SCL Delay & Disruption Protocol.

  • Assess cause-and-effect, concurrent delays, mitigation measures, and contractual entitlement.

  • Prepare detailed delay analysis reports and recommendations to the Resident Engineer and Senior Quantity Surveyor.

  • Maintain a comprehensive Delay Register and supporting contemporaneous records.

Look-Ahead & Short-Term Planning

  • Review and comment on the Contractor's 3-week, 4-week, and 6-week look-ahead programs.

  • Verify alignment of short-term plans with the master programme, resources, and approved method statements.

  • Highlight risks, bottlenecks, and interface issues to the Resident Engineer in advance.

Resource & Productivity Analysis

  • Review Contractor's manpower, equipment, and material histograms against planned and actual progress.

  • Analyze productivity rates for key activities (earthworks, asphalt, concrete pours, pipe laying, tunnelling, etc.) and benchmark against industry norms.

  • Identify under-resourcing, productivity shortfalls, and recommend corrective actions for the Resident Engineer's review.

Recovery & Acceleration

  • Review Recovery Plans, Catch-Up Programs, and Acceleration Proposals submitted by the Contractor.

  • Assess the feasibility, resource implications, and cost impact of proposed acceleration measures.

  • Provide independent recommendations to the Resident Engineer regarding adequacy of recovery measures.

Interface & Stakeholder Coordination

  • Monitor interfaces with RTA, DM, DEWA, Etisalat/du, Empower, and other authorities and stakeholders.

  • Track NOC submissions, approvals, diversions, and authority milestones in the programme.

  • Support coordination meetings to resolve interface delays and clashes with adjacent projects.

Risk & Forecast Management

  • Maintain a project Risk Register relating to time, identifying programme threats and opportunities.

  • Prepare independent forecasts of project completion based on current progress and risk trends.

  • Highlight early warnings of slippage to the Resident Engineer in line with FIDIC notification requirements.

Documentation & Reporting

  • Maintain proper records of programs, progress reports, delay analyses, and supporting evidence (photographs, site diaries, dayworks records, weather records).

  • Prepare the planning sections of the Consultant's Monthly Progress Report to the Client.

  • Support the preparation of monthly invoices, milestone certifications, and cash flow forecasts in coordination with the Quantity Surveyor.

Coordination & Reporting

  • Report directly to the Resident Engineer on all planning and progress matters.

  • Coordinate with the Contractor's Planning Manager, Project Manager, and Section Engineers.

  • Liaise closely with the Senior Quantity Surveyor on time-cost interface issues such as EOT, prolongation, and acceleration.

  • Attend weekly progress meetings, monthly progress meetings, and authority coordination meetings.

What Required Skills You'll Bring

  • B.Sc. in Civil Engineering or equivalent. Postgraduate qualification in Construction Management or Project Management is advantageous.

  • Minimum 12 years' experience in planning and programme management on construction projects, with at least 8 years on major infrastructure projects (roads, bridges, tunnels, utilities) and a minimum of 5 years in the UAE/GCC.

  • PMP (Project Management Professional), PMI-SP (Scheduling Professional), or AACE PSP certification is highly preferred. Primavera P6 advanced certification and FIDIC training are advantageous.

  • FIDIC Conditions of Contract, SCL Delay & Disruption Protocol, Critical Path Method (CPM), Earned Value Management (EVM), RTA / DM / DEWA project procedures, and Dubai infrastructure interface requirements.

  • Expert proficiency in Primavera P6, Microsoft Project, and Asta Powerproject. Strong skills in delay analysis software (Schedule Analyzer, Acumen Fuse), advanced MS Excel, technical report writing, data visualization, and stakeholder communication.
