Job Description:

Parsons is looking for an amazingly talented Planning and Reporting Manager to join our team!

The Planning & Reporting Manager will be responsible for leading the project planning, scheduling, progress measurement, performance reporting, forecasting, and schedule control functions across the project. The role will provide senior-level oversight of project controls activities and ensure that project progress, key milestones, risks, trends, and performance are accurately monitored and communicated to Project Management and senior stakeholders.

The position will establish and maintain robust planning and reporting processes, integrate inputs from Engineering, Procurement, Construction, Commissioning, Commercial, Quality, HSE, and other functions, and provide management with reliable information to support strategic decision-making and timely corrective actions.

What You'll Be Doing:

  • Lead and manage the Planning & Reporting function across the project.
  • Develop, implement, and maintain the Project Planning and Reporting strategy, procedures, and reporting framework.
  • Establish and maintain the Integrated Master Schedule (IMS) covering engineering, procurement, construction, testing, commissioning, and handover activities.
  • Develop project baseline schedules in accordance with contractual requirements and approved execution strategies.
  • Review and challenge contractor and consultant baseline schedules and recovery schedules.
  • Ensure appropriate schedule logic, activity relationships, calendars, constraints, milestones, and critical paths are established.
  • Monitor project progress against approved baselines and identify deviations, trends, and potential delays.
  • Establish and maintain project WBS, CBS, OBS, coding structures, and schedule structures in coordination with Project Controls.
  • Develop and maintain detailed Level 3 / Level 4 schedules as required.
  • Coordinate schedule integration across multiple project packages, disciplines, contractors, and stakeholders.
  • Monitor critical and near-critical activities and ensure appropriate mitigation and recovery measures are developed.
  • Lead schedule risk analysis, delay analysis, what-if scenarios, and recovery planning.
  • Review contractor progress updates and validate reported progress against actual site performance.
  • Establish robust progress measurement systems and rules of credit for engineering, procurement, construction, commissioning, and handover.
  • Ensure accurate collection, validation, and consolidation of progress data from all project functions.
  • Monitor planned vs. actual progress and develop S-curves, progress curves, histograms, dashboards, and performance indicators.
  • Establish and monitor key project KPIs and performance metrics.
  • Lead the preparation of weekly, monthly, executive, and client progress reports.
  • Consolidate inputs from Engineering, Construction, Procurement, Commercial, Quality, HSE, Commissioning, and other project functions.
  • Ensure reporting is accurate, consistent, timely, and aligned with contractual and management requirements.
  • Prepare executive-level reporting highlighting progress, critical path, milestones, delays, risks, opportunities, trends, and recovery actions.
  • Provide clear analysis and recommendations rather than simply reporting data.
  • Develop management dashboards and visual reporting tools to support decision-making.
  • Monitor project milestones and key contractual dates and provide early warnings of potential slippage.
  • Lead schedule review meetings with project management, contractors, consultants, and project stakeholders.
  • Coordinate with Construction and Engineering teams to validate actual progress and forecast completion dates.
  • Coordinate with Procurement to monitor engineering deliverables, material approvals, manufacturing, shipping, and delivery milestones.
  • Coordinate with Commissioning teams to integrate testing, commissioning, system completion, and handover activities into the master schedule.
  • Coordinate with Commercial and Contracts teams regarding EOT, delay events, claims, variations, and schedule-related contractual matters.
  • Provide schedule data and analysis to support Extension of Time and delay assessments.
  • Monitor approved changes and ensure their impact is properly incorporated into project schedules.
  • Assess the time impact of variations, design changes, scope changes, and unforeseen events.
  • Maintain a robust change-controlled baseline and ensure all approved changes are reflected appropriately.
  • Review contractor recovery and mitigation schedules and assess their credibility and effectiveness.
  • Lead schedule workshops and planning sessions to identify opportunities to improve project delivery.
  • Identify schedule risks and constraints and develop mitigation and recovery strategies.
  • Support development of risk-adjusted schedules and schedule contingency assessments.
  • Monitor productivity trends and compare planned versus actual performance.
  • Analyze manpower, equipment, quantities, and productivity data to identify performance issues.
  • Establish forecasting methodologies for project completion dates and key milestones.
  • Develop Estimate at Completion (EAC) and forecast-related inputs in coordination with Project Controls, where applicable.
  • Ensure alignment between schedule, cost, progress, and performance reporting.
  • Coordinate with Cost Control teams to ensure consistency between earned value, physical progress, schedule performance, and cost performance.
  • Monitor and analyze SPI, CPI, EV, PV, and AC metrics where applicable.
  • Establish and maintain reporting calendars and submission deadlines.
  • Ensure timely submission of contractual and client reports.
  • Manage and mentor Planning Engineers, Schedulers, and Reporting personnel.
  • Establish clear responsibilities, workflows, and quality standards within the Planning & Reporting team.
  • Review and approve planning and reporting deliverables before submission to senior management and clients.
  • Develop team capabilities in planning, schedule analysis, reporting, forecasting, and data analytics.
  • Drive standardization and continuous improvement of project controls processes.
  • Implement digital planning and reporting solutions to improve data accuracy and management visibility.
  • Ensure proper integration between planning systems, reporting platforms, BIM/digital engineering tools, and project controls databases where applicable.
  • Provide senior management with early warning of schedule, progress, resource, interface, and delivery risks.
  • Prepare ad-hoc analysis, scenario modelling, and executive reports as requested by Project Management.
  • Support project closeout by ensuring final progress records, schedule updates, and lessons learned are properly documented.

What Required Skills You'll Bring:

  • Bachelor’s degree in Engineering, Construction Management, Project Management, or a related discipline.
  • 15+ years of relevant experience in planning, scheduling, project controls, and management reporting.
  • Proven experience managing planning and reporting functions on major airport, infrastructure, transportation, or large-scale construction projects.
  • Strong experience managing complex, multidisciplinary and multi-package project schedules.
  • Proven experience in Integrated Master Scheduling, progress measurement, forecasting, and executive reporting.
  • Strong understanding of construction planning, project controls, and project delivery methodologies.
  • Experience working with major contractors, consultants, clients, and multiple project stakeholders.
  • PMP certification is preferred.
  • AACE PSP / PMI-SP certification is highly desirable.
  • AACE / PMI project controls certification is an advantage.
  • Primavera P6 certification/training is preferred.
  • Earned Value Management training/certification is an advantage.
  • Delay Analysis / Forensic Planning training is highly desirable.
