Job Description:

Permitting Engineer

Qatar

Parsons is looking for an amazingly talented Permitting Engineer to join our team! In this role, you will coordinate, prepare, and manage all technical submissions and approvals required from authorities and stakeholders for infrastructure, buildings, and public realm projects. You will help ensure that designs and construction activities comply with local regulations, codes, and permitting requirements, supporting timely project delivery and minimizing approval-related delays.

What You’ll Be Doing

  • Coordinating the preparation, submission, and follow-up of permit applications, NOCs, and approvals with relevant authorities and stakeholders (e.g., municipalities, utilities, environmental agencies, traffic departments).
  • Reviewing design drawings, reports, and technical documents to ensure they meet authority requirements, codes, and regulations prior to submission.
  • Preparing and compiling permitting packages, including application forms, drawings, reports, calculations, and supporting documentation.
  • Tracking the status of all permits and approvals, maintaining up-to-date logs, and providing regular status reports to project managers and senior management.
  • Liaising with design teams to incorporate authority comments and requirements into design revisions and resubmissions.
  • Attending meetings with authorities, clients, and stakeholders to clarify technical issues, resolve comments, and facilitate approvals.
  • Coordinating with contractors during construction to obtain required construction-related permits, NOCs, and clearances (e.g., road opening permits, utility connections, temporary works).
  • Ensuring that all permitting activities are carried out in accordance with project schedules and identifying potential risks or delays related to approvals.
  • Interpreting and communicating relevant regulations, codes, and authority guidelines to project teams.
  • Supporting the development and continuous improvement of internal permitting procedures, templates, and workflows.
  • Preparing technical correspondence, minutes of meetings, and documentation related to permitting and authority coordination.
  • Ensuring compliance with health, safety, environmental, and quality requirements in all permitting-related activities.

What Required Skills You’ll Bring

  • Degree in Engineering, Construction, or a related field.
  • 10 years of experience in environmental design and construction of large infrastructure, utilities, and landscape projects.
  • At least 5 years of experience in the Qatar/GCC region, including previous PMCS experience.
  • Thorough knowledge of international environmental standards and procedures.
  • Proven ability to upload and manage required documentation within municipality and authority systems.
  • In-depth understanding of safety management systems and procedures.
  • Proven ability to coordinate among different stakeholders to ensure proper processing of environmental permit applications.
  • Thorough knowledge of industry practices, regulations, and permitting processes relevant to infrastructure and building projects.
  • Knowledge of current technology and its effective application to permitting and approvals workflows.
  • Proven experience dealing with local authorities and agencies for design and construction approvals (e.g., municipalities, utilities, transport, environment).
  • Strong understanding of local regulations, codes, and permitting processes.
  • Ability to read and interpret engineering drawings, planning layouts, and technical specifications.
  • Strong organizational skills with the ability to manage multiple permit applications and deadlines simultaneously.
  • Proficiency in Microsoft Office applications; familiarity with document management systems and basic CAD viewing tools.
  • Good written and verbal communication skills in English, with the ability to prepare clear submissions, reports, and correspondence.
  • MME certified.

What Desired Skills You’ll Bring

  • Well-established working relationships or strong familiarity with local authorities and approval procedures in the Middle East / Gulf region.
  • Knowledge of Qatar Construction Specifications (QCS) or similar regional standards.
  • Experience on large-scale infrastructure, mixed-use, or urban development projects.
  • Strong negotiation and stakeholder management skills to resolve authority comments and facilitate approvals.
  • Ability to work collaboratively with multidisciplinary design, construction, and client teams.
  • High attention to detail and a proactive approach to identifying and resolving permitting issues early in the project lifecycle
