Job Description:
The Operations Manager provides leadership, management, and strategic direction for giga programs to ensure operational excellence and alignment with business objectives. This role is responsible for resourcing management and development, implementation, and continuous improvement of policies, procedures, skill sets, and performance metrics that support business requirements, project delivery, and organizational goals.
The Operations Manager oversees all resourcing delivery, business, technical, fiscal and administrative functions of the project office and serves as a key interface between project teams, senior management, clients, and external stakeholders.
Key Responsibilities
Strategic & Operational Leadership
- Plan, direct, supervise, and control all office operations, including business, technical, fiscal, administrative, marketing, and business development functions.
- Develop and define strategic and financial goals for the office; determine resource requirements and lead efforts to acquire, develop, and retain necessary resources.
- Ensure policies, procedures, skill sets, and metrics are aligned with organizational objectives and project office requirements.
- Provide day-to-day leadership and guidance to project teams and support staff, fostering a high-performance and accountability-driven culture.
Financial Management
- Monitor all financial information and reporting related to the project office.
- Review financial performance of each project, overhead performance reports, and accounts receivable aging reports at the end of each period; ensure accuracy, identify variances, and initiate appropriate follow-up actions.
- Prepare annual operating and capital budget requests and financial projections for review by the regional Operations Manager and corporate financial managers.
- Ensure adherence to corporate financial policies and practices, optimizing profitability and cost efficiency.
Human Resources & Talent Management
- Establish annual salary increase budgets within corporate policy constraints; approve all salary actions.
- Monitor salary increases against budget throughout the year to ensure compliance and fiscal responsibility.
- Approve all hiring and terminations within the project office; ensure staffing levels support business objectives and project demands.
- Review and sign off on all annual performance reviews for project employees and support staff.
- Ensure compliance with corporate Human Resources policies and procedures and promote a fair, inclusive, and performance-based work environment.
Business Development & Marketing
- Participate in the development of marketing strategies to support growth objectives and enhance the firm’s market position.
- Participate in the preparation and review of major proposals and lump sum bids; serve as Principal-In-Charge on significant project proposals.
- Review and approve pricing strategies for major proposals and bids, ensuring competitiveness and profitability.
- Make bid/no-bid decisions on major procurement activities and on all firm fixed price contracts, balancing opportunity with risk.
Contracting & External Relations
- Negotiate and sign all teaming agreements with partners and subcontractors.
- Sign contracts and other documents binding the company, ensuring adherence to corporate risk and legal standards.
- Represent the organization to clients, regulatory agencies, and major subcontractors, maintaining strong professional relationships and reinforcing the firm’s reputation.
- Prepare and present papers at relevant technical meetings and industry seminars to support thought leadership and market visibility.
Governance & Compliance
- Ensure that corporate policies, procedures, and governance frameworks are followed within the project office.
- Identify and mitigate operational, financial, and contractual risks, engaging senior management appropriately on significant issues.
- Drive continuous improvement initiatives to enhance operational efficiency, quality, and client satisfaction.
Other Responsibilities
- Perform other responsibilities associated with this position as may be appropriate and assigned by senior management.
Education & Experience
- Bachelor’s Degree in Engineering or a related technical field required.
- 10 years of diversified and relevant experience in engineering, project management, or operations.
- Minimum 5 years of supervisory and management experience leading multi-disciplinary teams and managing complex projects or operations.
Skills & Competencies
- Demonstrated proficiency in management and client relations, with the ability to build trust and maintain strong, long-term relationships.
- Strong capability to conduct focused briefings and presentations to all levels of management, including senior leadership.
- Proven ability to effectively solve complex problems, analyze data, and make sound decisions under pressure.
- Excellent judgment regarding when and how to engage senior management on significant issues, risks, and opportunities.
- Ability to effectively represent the organization during the leader’s absence, serving as a trusted delegate and decision-maker.
- Excellent communication skills (verbal, written, and presentation) with the ability to convey technical, financial, and operational information clearly.
- Strong organizational, planning, and time-management skills, with the ability to manage multiple priorities and deadlines.
- High degree of professionalism, integrity, and ethical conduct.
Work Environment & Travel
- Office-based with regular interaction with project sites, clients, and corporate offices.
- Some travel may be required for client meetings, site visits, technical conferences, and corporate reviews.
