Job Description:

Are you ready to take on a career-defining challenge in metro system infrastructure? Parsons is seeking an experienced Operations Control Center (OCC) Design Specialist to join our Project Management Consultant (PMC) team and oversee the successful implementation and operational readiness of the Operations Control Center for a world-class metro project.

This is a unique opportunity to work at the heart of a transformative transit infrastructure project, ensuring the seamless integration, functionality, and efficiency of the OCC systems that support safe and reliable metro operations. If you have extensive experience in OCC design, testing, and commissioning, as well as a passion for driving excellence, we want to hear from you.

Key Responsibilities:

  • Act as the client’s representative to ensure the design, implementation, and operation of OCC systems meet project specifications and operational requirements.
  • Oversee the integration of critical systems within the OCC, including signaling, SCADA, telecommunications, and passenger information systems.
  • Participate in and validate Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and system commissioning activities.
  • Monitor contractors’ progress and compliance with international safety, security, and operational standards.
  • Provide expert guidance on operational readiness, ensuring the OCC is fully prepared for normal operations and emergency scenarios.
  • Coordinate between the client, contractors, and operations teams to facilitate seamless communication and issue resolution.
  • Review technical documentation, including designs, operational procedures, and training materials.
  • Prepare regular reports on OCC progress, system performance, and operational readiness for stakeholders.
  • Design and Implementation Oversight:

    • Review and validate the design, installation, and configuration of OCC systems, including signaling control, SCADA, telecommunications, and passenger information systems.
    • Provide expert guidance to contractors and suppliers to ensure compliance with project requirements and industry standards.
  • Operational Readiness and Testing:

    • Monitor and participate in testing and commissioning activities for OCC systems, ensuring readiness for full operations.
    • Evaluate operational scenarios and ensure that OCC systems can handle planned and emergency situations effectively.
    • Review and approve Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and integration tests.
  • Coordination and Stakeholder Management:

    • Act as the primary point of contact between the client, contractors, and operators regarding OCC-related matters.
    • Ensure seamless communication and coordination across all stakeholders to meet project deadlines and milestones.
    • Conduct regular progress reviews, identify potential issues, and recommend corrective actions.
  • Compliance and Standards:

    • Ensure all OCC systems and procedures comply with safety regulations, cybersecurity protocols, and operational standards.
    • Validate contractor compliance with international standards (e.g., IEC, ISO, EN) and local regulations.
  • Documentation and Reporting:

    • Review and provide input on technical documentation, including system designs, operational procedures, and training manuals.
    • Prepare reports on OCC progress, system performance, and operational readiness for the client.
  • Training and Knowledge Transfer:

    • Support the operator in developing training programs and standard operating procedures (SOPs) for OCC staff.
    • Facilitate knowledge transfer to operational teams to ensure long-term success.

EDUCATION/EXPERIENCE:

  • Education:

    • Bachelor’s degree in Transportation Engineering, Railway Operations, Electrical Engineering, or a related field.
  • Experience:

    • 8-12 years of experience in railway or metro operations, with at least 3-5 years in OCC systems and operations.
    • Prior experience in a PMC or client representative role is highly desirable.
    • Strong expertise in signaling, SCADA, telecommunications, and operational processes.
  • Skills and Knowledge:

    • Advanced knowledge of OCC systems, including monitoring and control tools, signaling interfaces, and incident management systems.
    • Proficiency in system design reviews, testing, and commissioning activities.
    • Familiarity with railway safety and cybersecurity standards.
    • Strong communication and interpersonal skills for stakeholder management.
    • Excellent analytical and problem-solving abilities, with attention to detail.
    • Ability to work effectively in multidisciplinary teams under tight deadlines.
