Job Description:

Parsons is seeking an experienced Occupational HSE Protection Coordinator to support a major aviation program in the European Union (EU). The Occupational Health and Safety (OHS) and Environmental Protection Coordinator will play a critical role in ensuring compliance with Polish health, safety, and environmental regulations during the execution of construction projects. Reporting to the HSE Manager, the OHS and Environmental Protection Coordinator will be responsible for implementing and monitoring safety and environmental management systems, conducting inspections, and fostering a culture of safety and sustainability on-site. This position ensures that all project activities are carried out in alignment with Polish occupational health and safety standards, environmental protection requirements, and applicable EU and national laws.

This role requires a highly experienced professional with a strong background in occupational health and safety, environmental management, and compliance monitoring in industrial or infrastructure construction projects.

What You'll Be Doing:

  • Develop, implement, and maintain occupational health and safety (OHS) and environmental protection plans, policies, and procedures in compliance with Polish regulations, including the Labour Code (Kodeks Pracy) and OHS Act (Ustawa o Bezpieczeństwie i Higienie Pracy).

  • Conduct regular site inspections and audits to ensure compliance with Polish and EU OHS standards, environmental regulations, and project-specific requirements.

  • Identify potential hazards, risks, and environmental impacts associated with construction activities and recommend mitigation measures in line with Polish legal requirements.

  • Monitor and enforce compliance with safety protocols, including the use of personal protective equipment (PPE), safe work practices, and emergency response procedures.

  • Ensure proper waste management, pollution control, and environmental sustainability practices are followed on-site, in compliance with Polish environmental laws such as the Environmental Protection Law (Prawo Ochrony Środowiska).

  • Investigate incidents, accidents, and near-misses, prepare detailed reports, and recommend corrective and preventive actions in accordance with Polish reporting standards.

  • Provide training and awareness programs for project staff, contractors, and subcontractors on OHS and environmental protection topics, ensuring compliance with Polish training requirements.

  • Collaborate with contractors, subcontractors, and other stakeholders to ensure alignment with safety and environmental objectives.

  • Review and approve safety and environmental documentation, including risk assessments, method statements, and environmental impact assessments, ensuring compliance with Polish and EU standards.

  • Monitor compliance with legal and regulatory requirements related to occupational health, safety, and environmental protection, including coordination with Powiatowy Inspektorat Pracy (District Labour Inspectorate) and Wojewódzki Inspektorat Ochrony Środowiska (Regional Inspectorate for Environmental Protection).

  • Maintain accurate records of safety and environmental activities, including inspection reports, incident logs, and training records, in accordance with Polish documentation standards.

  • Participate in project meetings to provide updates on safety and environmental performance and recommend improvements.

  • Support the preparation of reports for regulatory authorities, clients, and internal stakeholders regarding safety and environmental compliance.

  • Promote a culture of safety and environmental responsibility across all levels of the project team.

What Required Skills You'll Bring:

  • Education: Bachelor’s degree in Occupational Health and Safety, Environmental Science, Civil Engineering, or a related technical discipline. A postgraduate diploma in OHS Management (Studia Podyplomowe z Zarządzania BHP) is an advantage.

  • Participated in at least one service in the last 15 years that involved supervising construction works for the construction of a new or the extension of an existing airport, airport infrastructure, or airport facilities in the Republic of Poland.

  • This service must relate to construction works with a total value completed or accepted by a certificate of acceptance (within the meaning of FIDIC) or a final acceptance protocol.

  • Held a similar position for at least two investments with a value of at least EUR 115,000,000 for a total period of not less than 2 years within the last 10 years.

  • Required: Polish OHS Specialist Certification (Specjalista ds. BHP) in accordance with Polish law.

  • Preferred: NEBOSH, IOSH, CSP, or equivalent international certifications.

  • Environmental certifications (e.g., ISO 14001 Lead Auditor) are an advantage.

  • Language Skills: Proficiency in English is required; knowledge of Polish is an advantage.

What Desired Skills You'll Bring:

  • Strong knowledge of Polish occupational health and safety regulations, including the Labour Code (Kodeks Pracy), OHS Act, and relevant EU directives.

  • In-depth understanding of Polish environmental protection laws, including the Environmental Protection Law (Prawo Ochrony Środowiska) and waste management regulations.

  • Proven ability to develop and implement safety and environmental management systems in compliance with Polish standards.

  • Excellent analytical skills to identify risks, assess impacts, and recommend effective solutions.

  • Strong communication and interpersonal skills to engage and influence project teams and stakeholders.

  • Ability to conduct training sessions and promote awareness of safety and environmental issues in Polish.

  • Proficiency in safety and environmental management tools, reporting systems, and software.

  • Strong organizational skills and attention to detail for maintaining accurate records and documentation in compliance with Polish legal requirements.

  • Ability to work effectively under pressure and manage multiple priorities while maintaining a focus on safety and environmental compliance
