Job Description:

Parsons is looking for an amazingly talented Head of Digital Engineering to join our team! In this role you will get to provides strategic leadership, direction, oversight, and guidance in developing enterprise-wide digital roadmaps and initiatives aligned to organizational objectives.

What you'll be doing:

•  Oversees the technical excellence of digital delivery services for large programs in business unit/region. Advances adherence to strategic vision for leveraging technology and emerging technologies. Leads efforts to drive organizational change. 

• Defines and outlines a clear vision for projects, programs, and the larger practice as a whole. 

• Leads strategic digital practices, including Building Information Management (BIM), Geographic Information Systems (GIS), and Common Data Environment (CDE) adoption, while overseeing regional tendering processes and fostering collaboration. Provides direction on standardization, templates, and capacity assessments to drive high-level decisions for major projects. 

• Provides strategic oversight, development, and guidance for enterprise-wide initiatives including the development of technology strategies, contractual matters, strategic policies, and procedure development for system usage and process delivery. Advances the planning and procurement of new tools and organizational continuous improvement. 

• Prepares competitive technical and commercial proposals. Provides technical input to Request for Proposal (RFP) reviews and technical writeups and responses. 

• Develops and reviews detailed levels of effort for proposed scopes, confirming alignment with bidding strategies and leveraging industry best practices to optimize efficiency for programs and projects. 

• Analyzes and interprets regional and sector-specific Key Performance Indicators (KPIs) to drive informed strategic decision-making. 

• Develops estimates for program and project deliverables, following standard practices and resources. 

• Sets strategic direction for training, coaching and support, guiding teams to create effective, up-to-date materials aligned with business strategy. 

• Develops schedules (delivery schedules and staffing schedules for direct reports).

• Develops plans, strategies, and roadmaps to support business unit and region goals. 

• Analyzes and interprets key performance indicators from a regional and sector perspectives to inform strategic decisions. 

• Provides technical knowledge sharing and guidance within and across the digital sector practice. 

• Directs and manages staff for multiple teams; confirming staffing assignments are effectively balanced to drive related project and program deliverables. 

• Prepares and supports the annual salary plan and controls salary actions within approved plan. 

• Recruits, interviews, and evaluates prospective employees. 

• Hires, evaluates, develops, counsels, and takes corrective action up to termination with personnel assigned to digital projects and programs. 

• Collaborates with departments and senior management on work related initiatives and influences change. 

• Leads as primary contact for business unit, sector management, and clients on all digital technical matters.

• Performs other responsibilities associated with this position as may be appropriate.

What you'll bring:

• Minimum Bachelor’s Degree in Architecture, Engineering or Construction Management, Maters Degree highly preferred

• Minimum 20+ years’ experience in Design or Construction from a Civil Engineering discipline background 

• Minimum 10 years’ experience in BIM Implementation on Major Projects or Program

• Experience either from a Consultant or Contractor environment on Mega Infrastructure projects. 

• Experience with ISO and UK BIM Standards 

• Proficient in a range of BIM authoring, scripting, design review, coordination, simulations, and collaboration applications and/or platforms e.g., Revit, Civil 3D, Open Buildings Designer, Dynamo, Grasshopper, Navisworks, Cost X, Synchro, BIM 360, ProjectWise etc.

• Middle East/Gulf Countries experience preferred but not essential

• Ability to implement strategic vision and direction for enterprise-wide initiatives.

• Proven ability to provide management and direction for large/regional complex programs within the digital function.

• Expert knowledge and use of digital systems and software across specialties such as Information Management, BIM, Computer Added Design (CAD), GIS and Automation.

• Ability to apply expert specialized knowledge of current technology, capabilities, and efficiencies of systems/software/workflows for use on a project.

• In-depth expertise in local and international industry standards, including ISO 19650, BIM, CAD, GIS, and Automation.

• Technical expertise in ISO 19650, BIM, CAD, GIS, and Automation, with a proven ability to establish, develop and review robust systems for reporting and management. Drives region-wide quality assurance and champions compliance with industry and classification standards.

• Ability to employ strategic vision for leveraging technology, including the use of current and emerging technologies.

• Advanced strategic leadership skills and capable of predicting industry trends to influence practices and policies to enhance technical quality.

• Skilled in resolving technical scope ambiguities, optimizing workflows to align with project and business goals while anticipating industry trends.

• Advanced people management skills, including the ability to hire, train, develop, and terminate staff.

• Advanced problem and conflict resolution skills in relation to people management.

• Advanced business leadership skills, preferably in developing and executing technology roadmaps/plans.

• Expert skill in risk management including reviewing, identifying, and proposing mitigation within proposed scope. Expert skill in developing comprehensive reports that monitor and analyze strategic key performance indicators and managing risk registers.

• Effective business analytical skills to include performance, progress, and outcome analysis.

• Proficiency in applying thorough knowledge of digital industry best practices, standards, and regulations.

• Proven ability to forecast and prioritize project management budget and cost variables.

• Advanced communication skills in sharing complex technical and non-technical subjects with clients, senior management, and project/production staff.

• Excellent verbal and written communication skills.

• Advanced skill in applying specialized digital techniques.

• Ability to define and clearly outline the vision of project/programs/function       

•  Information Management Professional / Practitioner related certification is preferred.
