Job Description:
Parsons is looking for an amazingly talented Materials Engineer (Architectural/Structural) to join our team!
The Materials Engineer will be responsible for managing and providing technical oversight of all construction materials engineering, testing, approval, inspection, and compliance activities across the project. The role will ensure that materials proposed and used by contractors comply with approved project specifications, applicable standards, design requirements, and client requirements.
The Materials Engineer position will coordinate closely with Materials Engineering, Quality, Construction, Procurement Engineering, Testing Laboratories, Independent Inspection Agencies, Consultants, Contractors, and Materials Suppliers, Manufacturers, Cement Concrete Batching Plants and Asphalt Plants to ensure the timely review, approval, inspection, testing, storage, handling, and traceability of construction materials throughout the project lifecycle.
The Materials Engineer dedicated to overseeing and managing all material-related workflows and compliance processes. To ensure seamless coordination between within Materials Management Team and all departments.
What You'll Be Doing:
Strategic Procurement Review and Tracking: Approved Materials List (AML), Project Approved Materials List (PAML), and Long Lead Items (LLI) tracking.
Materials Governance (MQG) Submittals & Planning: Materials Management Plans (MMPs)/Procurement Quality Plans (PQPs), Inspection Assignment Package (IAP), Pre-Inspection Meetings (PIM), Supplier/Manufacturer ITPs, Third Part Inspector CVs, Contractor's Materials Team CVs and PQCS CVs Reviews.
Vendors, Third Party Testing & Inspection Agencies, Materials Technical Approvals: Prequalification Submittals (PQDs), Material Technical Submittals (MATs), FAT Witnessing Plans, Factory Acceptance Testing Procedures (FATPs).
Physical Evaluations & Field Verification: Samples (SMPs), Mockups, Laboratory Mix Design (JMF) Trials, Concrete Plant Trials Witness Activities, Asphalt (HMA) Plant Trials Witness Activities.
Inspections & Testing: Material Inspection Requests (MIRs), and Third-Party/Specialized Testing Laboratories and Independent Inspection Agencies Assessments.
What Required Skills You'll Bring:
- Bachelor’s degree in Architectural/Structural Engineering, Materials Engineering, Construction Engineering, or a related discipline.
- 8+ years of relevant experience in construction materials engineering, materials testing, quality control, or project quality management.
- Proven experience in major airport, infrastructure, civil, roads, utilities, or large-scale construction projects.
- Strong knowledge of construction materials, testing methodologies, specifications, and material approval processes.
- Experience working with contractors, consultants, suppliers, and accredited testing laboratories.
- Good understanding of material quality requirements and construction specifications.
- Professional Engineering certification is preferred.
- ACI, NICET, ASQ, or equivalent materials/testing certification is an advantage.
- Relevant laboratory or materials testing certifications are preferred.
- ISO 9001 / Quality Management certification is an advantage.
- Relevant pavement, concrete, asphalt, or geotechnical materials certifications are advantageous.

Aviation-Specific Standards (Interpret and enforce ICAO, FAA, EASA, and local civil aviation authority specifications across all civil/structural pavement materials)
Design Development Review (Critically review technical specifications, design drawings, and material submittals during early design and pre-construction stages)
Regulatory Compliance (Liaise with regulatory bodies and AHJs to secure material approvals and confirm adherence to national infrastructure codes)
Quality & Statistical Process Control (Implement SPC techniques to monitor batching plant outputs, asphalt mix consistency, and site testing results, ensuring zero defect tolerance)
Specialized Materials Testing (Define test protocols and review lab/field results for pavement skid resistance, Marshall/Superpave mix design, concrete fatigue, durability and Performance testing)
Procurement Engineering (Perform technical audits of material suppliers, review TDS, mill test certificates (MTCs), and support technical assessment during procurement stage).
