Job Description:

Parsons is looking for an amazingly talented Material Engineer - Electrical to join our team!

The  Materials Engineer, Electrical will be responsible for managing and providing technical oversight of all mechanical, electrical, and plumbing construction materials, equipment, components, systems approvals, factory testing, and compliance activities across the project lifecycle. The role will ensure that MEP materials and specialized equipment proposed and installed by contractors comply fully with project technical specifications, design drawings, international MEP standards, local codes, and client requirements. 

The MEP Materials Engineer will coordinate closely with Engineering, Quality, Construction Management, Procurement Engineering, Testing Laboratories, Independent Third-Party Inspection Agencies, Consultants, Contractors, and MEP Equipment Manufacturers, Suppliers, and Fabricators to ensure timely technical review, approval, inspection, factory testing, site handling, preservation, and full traceability of all MEP materials and assets. 

Dedicated to overseeing all material-related workflows and compliance processes.

What You'll Be Doing:

  • Strategic Procurement Review & Tracking: Approved Materials List (AML), Project Approved Materials List (PAML), and Long-Lead Items (LLI) tracking for major MEP equipment and packages (e.g., chillers, transformers, switchgear, generators, pumps, air handling units, piping systems). 

  • Materials Governance (MQG) Submittals & Planning: Materials Management Plans (MMPs), Quality Plans, Inspection Assignment Packages (IAP), Pre-Inspection Meetings (PIM), Supplier/Manufacturer Inspection and Test Plans (ITPs), Third-Party Inspector (TPI) CVs, and Contractor’s MEP Materials Staff CV reviews. 

  • Vendors, Third-Party Testing & Technical Approvals: Prequalification Submittals (PQDs), Material Technical Submittals (MATs), Factory Acceptance Test (FAT) Witnessing Plans, and FAT Procedures (FATPs) for critical electrical and mechanical apparatus. 

  • Physical Evaluations & Field Verification: Material Samples (SMPs), Equipment Mockups, Bench Testing, Cable/Piping Sample Testing, and Site Mockup Assessments. 

  • Inspections, Testing & Certification: Material Inspection Requests (MIRs), Factory Acceptance Testing (FAT), Material Receiving Inspections, and Independent Laboratory / Third-Party Agency Assessments for specialized MEP components. 

What Required Skills You'll Bring:

  • Bachelor’s degree in Electrical Engineering, Materials Engineering, Construction Engineering, or a related discipline.
  • 8+ years of relevant experience in construction materials engineering, materials testing, quality control, or project quality management.
  • Proven experience in major airport, infrastructure, civil, roads, utilities, or large-scale construction projects.
  • Strong knowledge of construction materials, testing methodologies, specifications, and material approval processes.
  • Experience working with contractors, consultants, suppliers, and accredited testing laboratories.
  • Good understanding of material quality requirements and construction specifications.
  • Professional Engineering certification is preferred.
  • ACI, NICET, ASQ, or equivalent materials/testing certification is an advantage.
  • Relevant laboratory or materials testing certifications are preferred.
  • ISO 9001 / Quality Management certification is an advantage.
  • Relevant pavement, concrete, asphalt, or geotechnical materials certifications are advantageous.

What Desired Skills You'll Bring:

  • MEP & Aviation/Infrastructure Standards: Deep technical working knowledge to interpret and enforce international standards (e.g., IEEE, IEC, NFPA, ASHRAE, ASME, ASTM, CIBSE, SMACNA) as well as aviation-specific or regional authority specifications for airside and landside MEP infrastructure (e.g., Airfield Ground Lighting systems, specialized HVAC for critical facilities, power distribution, substations, and life safety systems). 

  • Design Development & Specification Review: Proven ability to critically review MEP technical specifications, single-line diagrams (SLDs), piping and instrumentation diagrams (P&IDs), design drawings, and technical submittals during early design and pre-construction stages to eliminate engineering gaps. 

  • Regulatory Compliance & AHJ Coordination: Extensive experience liaising with Authorities Having Jurisdiction (AHJs), civil defense, municipal power and water utilities, and civil aviation regulators to secure material/equipment approvals and ensure strict adherence to local electrical, mechanical, plumbing, and fire-life-safety codes. 

  • Quality Management & Technical Process Control: Expertise in implementing quality assurance protocols, manufacturing quality control oversight, vendor quality audits, process control during equipment assembly, and site handling/preservation procedures to maintain defect-free supply chains. 

  • Specialized MEP Materials & Equipment Testing: Demonstrated ability to define test protocols, review factory test reports, and oversee site/laboratory testing for electrical insulation, high/medium voltage equipment, hydrostatic pipe testing, duct leakage testing, acoustic/vibration performance, thermal insulation, and anti-corrosion protection.

  • Procurement Engineering & Vendor Assessment: Hands-on capability to conduct technical audits of MEP equipment manufacturers and fabricators, review Technical Data Sheets (TDS), Mill Test Report/Certificates (MTR/MTC), Type Test Certificates, and execute technical compliance evaluations during the procurement stage.
