Job Description:
Parsons is seeking to hire a Lead Systems Engineer for U.S. Government contracts in support of the National Nuclear Security Administration (NNSA) and the Defense Threat Reduction Agency (DTRA). The Lead Systems Engineer will provide end-to-end hard-skilled multi-discipline engineering knowledge and lead an engineering team supporting international nuclear/radiological detection and border surveillance/security projects in challenging and dynamic international environments.

We need our Lead Systems Engineer to be technically proficient in multiple engineering disciplines, versatile, enthusiastic to work in highly flexible, collaborative environments, exceptional in communication, analytical and organizational skills.
What You'll Be Doing:
- Provides direct system engineering support in multiple discipline areas (command & control, detection/surveillance, communications, networking, site security, power, and infrastructure construction), engineering team mentoring/management, and ensures on-schedule completion of system engineering tasks in accordance with contractual obligations.
- Responsible for cradle-to-grave system engineering technical performance of the project via scope/requirements development, requirements management, system design development, bill of materials development, integration, test/turnover.
- Plans and defines engineering team goals and devises methods to accomplish them, develops in-depth knowledge of client objectives/requirements, system engineering implementation, contract terms, and corporate policies.
- Leads hard-skilled technical input to project and task order proposals to define requirements, provide draft designs, bill of materials, sample schedules, and pricing support to ensure technically compliant proposals.
- Manages the overall technical solutions, deliverables, and quality of assigned projects and ensure engineering resources are effectively applied to support project goals.
- Leads, mentors, and supervises the multidisciplined engineering team in execution of all technical functions of the assigned project.
- Plans for, documents, and executes standard system engineering processes for the project to assist the Project Manager in technical program management; requirements management; risk management, performance management, metrics reporting, communications planning, and subcontractor management.
- Develop system engineering documents for delivery to the client such as system engineering plans (SEP), system requirements traceability documents (SRD), preliminary/critical/final as-built system design solutions (SDS), equipment bill of materials (BOM), detailed test plans and test reports for system performance verification/validation, and US government client turnover reports.
- Participates in OCONUS site surveys to validate project requirements and/or develop derived requirements to ensure the system designs meet client requirements and end user mission needs.
- Develops project assessments, market research reports, and analysis of alternatives to define optimal technical solutions for project equipment such as nuclear/radiological detection/ID systems, C2 software, VMS software, GSR/ASR radar, maritime radar/VTS, surveillance/security EO/IR cameras, PTP/PMP radio links, satellite links, IP networks, IT servers/workstations, UPS and renewable power systems.
- Performs configuration management, quality inspection, and editing of project technical documentation to ensure quality products are submitted to the US government client.
- Assists the PM with cost estimations and equipment pricing/procurements.
- Assists the PM with risk management, including risk planning, identification, mitigation, and remediation.
- Establishes and maintains relationships with partner country engineering stakeholders and participate in design review meetings and negotiations in support of the U.S. Government client.
- Monitors and reports to management on the progress of project technical activity, including significant milestones, and any technical conditions which would affect project cost, schedule, or performance.
- Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
- Bachelor’s degree in engineering or related technical/scientific field and typically 15+ years of related work experience in system engineering.
- At least 4 years of experience engineering US and international technical projects.
- Must be willing to travel 25% domestically and internationally.
- Must be a U.S. citizen residing in the US.
What Desired Skills You'll Bring:
- A keen understanding of system engineering best practices as per DOD Acquisition University SE guidance, DoD Architectural Framework (DoDAF), and INCOSE.org guiding principles is preferred.
- Experience working on nuclear/radiological detection projects or border surveillance/security projects is preferred.
- Knowledge and experience in RF Spectrum Management for official frequency assignments and RF equipment certifications for transmitting by NTIA, FCC, or similar foreign government agency.
- Demonstrated ability to work in a team environment, develop/present briefings, lead discussions and determine resolutions to problems.
- Possess strong written and verbal communication skills.
- Ability to communicate clearly, conduct presentations to the field team/clients/stakeholders and interface effectively with a diverse group of foreign officials and US government clients with tact and diplomacy.
- Computer proficiency with advanced knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access, and Visio.
- Proficiency in AutoCAD drawings, MATLAB engineering, GIS site evaluation, and/or radio communication propagation planning/simulation software.
- Knowledge and experience in command and control (C2), maritime domain awareness (MDA), and surveillance/security video management system (VMS) software packages.
