Job Description:
Parsons are seeking a highly skilled Landside Delivery Manager to lead the successful delivery of infrastructure projects focused on site-wide roads and bridges. This role requires a proven track record in managing large-scale civil
engineering projects, a deep understanding of construction management, and the ability to oversee complex project delivery from concept to completion.
The ideal candidate will have substantial experience in roads and bridges
construction, excellent leadership skills, and a strong focus on safety, quality, and efficiency.
What You'll Be Doing:
- Leads, plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned program, project, or subtask.
- Acts as the company representative with the client and selected suppliers during the program execution. Negotiates changes to the scope of work with the client.
- Responsible for leading infrastructure design development, overall management of the infrastructure design services provided by others by managing a group of technical specialists.
- Develops the scope of engineering work, reports, schedules, and budgets for the assigned project elements, and monitors progress to meet schedule and budget requirements.
- Ensure projects adhere to legal and regulatory requirements. Supervise necessary permits and approvals required from relevant authorities.
- Assists business development in understanding client issues and business plans to market and secure new/additional work within the context of role.
- Leads technical excellence on the project, including furtherance of the Quality improvement processes of the client and Parsons.
- Mobilizes company resources, through effective liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
- Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates.
- Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule.
- Participate in negotiations with regulatory agencies and in public meetings in support of clients.
- Oversees establishment of Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
- Works with the key project staff, consultants, contractors, and subcontractors to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
- Completes other responsibilities associated with the position as may be appropriate.
- Oversee the overall delivery of landside infrastructure projects, ensuring the successful design and execution of site-wide roads and bridges.
- Lead the development and implementation of detailed project plans, timelines, and resource management strategies.
- Ensure the project is completed on time, within budget, and in alignment with client expectations and regulatory standards.
- Act as the primary point of contact for all stakeholders, including internal teams, contractors, subcontractors, consultants, and regulatory authorities.
- Coordinate with various departments, ensuring seamless integration of design, construction, and commissioning phases.
- Manage and resolve issues related to site access, permitting, and environmental impacts.
- Supervise the day-to-day activities on-site, ensuring that road and bridge construction meets the required quality standards.
- Monitor construction progress, making adjustments as necessary to maintain schedule and budget.
- Ensure compliance with safety regulations, quality standards, and environmental protocols.
- Identify, assess, and mitigate risks associated with site-wide road and bridge construction.
- Develop and enforce quality control processes to maintain high standards of construction.
- Ensure all work complies with applicable local, national, and international regulations and standards.
- Develop and manage the project budget, ensuring that costs are controlled and that financial targets are met.
- Oversee the procurement and management of construction materials, equipment, and labor resources.
- Review and approve invoices, change orders, and other financial documentation related to the project.
- Lead a diverse team of project managers, engineers, and construction staff to achieve the successful completion of the roads and bridges projects.
- Foster a culture of continuous improvement, providing mentorship and training to junior team members.
- Conduct regular performance reviews and ensure that the team remains motivated and aligned with project goals.
- Enforce strict adherence to health, safety, and environmental protocols onsite, ensuring a safe working environment.
- Identify potential hazards and implement corrective actions to prevent accidents and delays.
- Ensure environmental sustainability practices are incorporated into project delivery.
- Prepare regular progress reports for senior management, stakeholders, and clients.
- Communicate project status, risks, and issues clearly to ensure transparency and effective decision making.
- Actively engage with stakeholders to ensure expectations are met and exceeded throughout the project lifecycle.
- Ensure all aspects of the project are completed in accordance with contract terms, quality standards, and safety requirements.
- Manage the final handover process, ensuring the road and bridge infrastructure is ready for operation and maintenance.
- Conduct post-project evaluations to identify lessons learned and ensure continuous improvement for future projects.
What Required Skills You'll Bring:
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field
- Minimum of 15 years of experience in civil engineering and construction management, with at least 10 years of experience managing roads and bridges projects
- In-depth knowledge of civil engineering principles, construction methods, and project management techniques.
- Strong leadership skills with a demonstrated ability to manage diverse teams and multiple stakeholders.
- Proficiency in project management software (e.g., MS Project, Primavera, etc.).
- Excellent communication, negotiation, and interpersonal skills.
- Strong understanding of health, safety, and environmental regulations in construction.
- Professional certifications such as PMP, PRINCE2, or equivalent.
- Experience with large-scale infrastructure projects in challenging environments.
- Knowledge of local and international road and bridge construction standards and regulations.
- Strong problem-solving skills and the ability to think strategically.
- Ability to manage multiple priorities and adapt to changing project requirements.
- Familiarity with innovative construction techniques and sustainability practices.
