Afin de soutenir sa forte croissance au Québec et dans l’Est du Canada, Parsons est actuellement à la recherche de plusieurs professionnels en infrastructure de transport, notamment des ingénieurs et des techniciens dans les domaines du génie routier, de la planification des transports, du maintien de la circulation et des ouvrages d’art.

Parsons est à la recherche d’un(e) ingénieur(e) en maintien de la circulation afin de soutenir la planification, la conception, la révision, la mise en œuvre et le suivi des mesures temporaires de gestion de la circulation dans le cadre de projets majeurs de transport et d’infrastructure au Québec.

La personne retenue sera responsable de préparer et de réviser des plans de maintien de la circulation, de coordonner les phases de travaux et les détours, d’évaluer les répercussions sur les usagers de la route et de veiller à ce que les mesures de contrôle de la circulation soient sécuritaires, efficaces et conformes aux normes du ministère des Transports et de la Mobilité durable du Québec ainsi qu’aux exigences municipales applicables.


Responsabilités principales

  • Prise en charge de différents projets en conception en maintien de la circulation;
  • Élaborer, réviser et coordonner des plans de maintien temporaire de la circulation pour des projets routiers, de ponts, de transport collectif et d’infrastructures civiles.
  • Préparer et réviser les plans de contrôle de la circulation liés aux fermetures de voies, aux détours, aux changements de configuration des voies, aux zones de travaux, aux accès temporaires et aux phases de construction.
  • Évaluer les répercussions des travaux sur les automobilistes, les piétons, les cyclistes, le transport collectif, les services d’urgence et les propriétés adjacentes.
  • Élaborer des stratégies afin de maintenir une circulation sécuritaire et efficace pendant toutes les phases de construction.
  • Réviser les documents soumis par les entrepreneurs, notamment les plans de maintien de la circulation, les plans de phasage, les propositions de détours, les méthodes de travail et les plans de signalisation temporaire.
  • S’assurer que la conception respecte les normes et la conformité aux exigences du ministère des Transports et de la Mobilité durable du Québec, notamment aux dispositions applicables du Tome V – Signalisation routière et de la collection Normes – Ouvrages routiers.
  • Coordonner les activités avec les autorités municipales, les propriétaires et gestionnaires de réseaux routiers, les organismes publics, les entrepreneurs, les consultants, les services d’urgence et les autres parties prenantes.
  • Effectuer des visites de chantier, des inspections et des audits afin de confirmer que les mesures de contrôle de la circulation approuvées sont correctement mises en place et maintenues.
  • Repérer les déficiences et recommander des mesures correctives liées à la signalisation, aux barrières, aux dispositifs de canalisation, aux fermetures de voies, aux détours, aux installations destinées aux piétons et aux opérations de circulation.
  • Surveiller les conditions de circulation pendant les travaux et recommander des ajustements afin de réduire la congestion, les retards et les risques pour la sécurité.
  • Réviser et traiter les questions techniques, les demandes d’information, les avis de non-conformité, les propositions de changement et les enjeux liés à la circulation pendant les travaux.
  • Préparer des rapports techniques des études d’avant-projets, des commentaires de révision, des présentations cet des recommandations en matière de maintien de la circulation.
  • Préparer des plans et devis et l’estimation des coût matière de maintien de la circulation.
  • Participer aux réunions de coordination et fournir des conseils techniques aux équipes de projet et aux entrepreneurs.

 

Qualifications recherchées

  • Baccalauréat en ingénierie, idéalement en génie civil ou en génie des transports.
  • Membre de l’Ordre des ingénieurs du Québec ou admissible à le devenir.
  • Minimum de 5 années d’expérience pertinente en maintien de la circulation, gestion temporaire de la circulation, contrôle de la circulation, phasage de travaux, conception routière ou projets d’infrastructure de transport.
  • Expérience dans l’élaboration ou la révision de plans de maintien temporaire de la circulation pour des projets routiers, de ponts, de transport collectif ou d’infrastructures majeures.
  • Solide connaissance du contrôle de la circulation dans les zones de travaux, des fermetures de voies, des détours, des changements de configuration, du phasage des travaux et des mesures d’atténuation des répercussions sur la circulation.
  • Maîtrise des normes et exigences applicables du ministère des Transports et de la Mobilité durable du Québec, notamment le Tome V – Signalisation routière.
  • Bonne connaissance des normes de l’Association des transports du Canada — ATC constitue un atout.
  • Bonne connaissance d’AutoCAD.
  • Capacité à interpréter des plans d’ingénierie, des plans de contrôle de la circulation, des échéanciers de construction, des devis et des documents contractuels.
  • Expérience dans la réalisation d’inspections de chantier et l’évaluation de la mise en œuvre des mesures de maintien de la circulation.
  • Bonne compréhension des exigences relatives aux piétons, aux cyclistes, au transport collectif et à l’accessibilité dans le contexte de travaux routiers.
  • Excellentes aptitudes en analyse, en organisation, en résolution de problèmes, en communication et en rédaction de rapports.
  • Capacité à gérer plusieurs priorités et à coordonner plusieurs sites de projet simultanément.
  • Disponibilité pour effectuer des inspections sur le terrain et se rendre sur les chantiers au besoin.

La connaissance du français est requise pour les postes situés en permanence au Québec afin de permettre au titulaire de communiquer avec ses collègues, les clients et les partenaires québécois, au besoin. Maintenance of Traffic Engineer ( MOT)

  • Highway 30 improvement project between Boucherville and Brossard;
  • Major rehabilitation of the Louis-H.-La Fontaine bridge-tunnel and the Ville-Marie and Viger tunnels;
  • Temporary traffic arrangements for the reconstruction of the Île-aux-Tourtes Bridge;
  • Construction of the Gordie Howe International Bridge, acting as the Owner’s Engineer;
  • Rehabilitation of transportation infrastructure and JFK International Airport;
  • Several other alternative delivery projects in Québec and across Canada, for which Parsons acts as the lead designer, Owner’s Engineer, or independent certifier.

 

Parsons is seeking a Maintenance of Traffic Engineer to support the planning, design, review, implementation, and monitoring of temporary traffic management measures for major transportation and infrastructure projects throughout Québec.

The successful candidate will be responsible for developing and reviewing maintenance of traffic plans, coordinating construction staging and detours, assessing impacts on road users, and ensuring that traffic-control measures are safe, efficient, and compliant with Québec standards and applicable municipal requirements.

 

Key Responsibilities

  • Led multiple traffic management (MOT) design projects.
  • Develop, review, and coordinate Temporary Traffic Management Plans and Maintenance of Traffic Plans for road, bridge, transit, and civil infrastructure projects.
  • Prepare and review traffic-control layouts for lane closures, detours, traffic shifts, work zones, temporary access, and construction staging.
  • Assess the impacts of construction activities on motorists, pedestrians, cyclists, public transit, emergency services, and adjacent properties.
  • Develop strategies to maintain safe and efficient traffic flow throughout all construction phases.
  • Review contractor submissions, including traffic management plans, staging plans, detour proposals, method statements, and temporary traffic-control drawings.
  • Ensure that all designs comply with the standards and requirements of of Québec’s Ministère des Transports et de la Mobilité durable, including applicable provisions of Tome V – Signalisation routière and the Normes – Ouvrages routiers collection.
  • Coordinate with municipal authorities, road owners, public agencies, contractors, consultants, emergency services, and other project stakeholders.
  • Conduct field reviews, inspections, and audits to confirm that approved traffic-control measures are properly implemented and maintained.
  • Identify deficiencies and recommend corrective actions related to signage, barriers, channelization devices, lane closures, detours, pedestrian facilities, and traffic operations.
  • Monitor traffic conditions during construction and recommend adjustments to reduce congestion, delays, and safety risks.
  • Review and respond to technical queries, requests for information, nonconformances, change proposals, and construction-related traffic issues.
  • Prepare technical reports, review comments, presentations, inspection records, and maintenance of traffic recommendations.
  • Participate in coordination meetings and provide technical guidance to project teams and contractors.

 

Required Qualifications

  • Bachelor’s degree in Engineering, preferably in Civil Engineering or Transportation Engineering.
  • Membership in the Ordre des ingénieurs du Québec or eligibility to obtain membership.
  • Minimum 5 years of relevant experience in maintenance of traffic, traffic management, temporary traffic control, construction staging, roadway design, or transportation infrastructure projects.
  • Demonstrated experience developing or reviewing temporary traffic management plans for major road, bridge, transit, or infrastructure projects.
  • Strong knowledge of work-zone traffic control, lane closures, detours, traffic shifts, construction staging, and traffic-impact mitigation.
  • Strong working knowledge of Québec transportation standards, including applicable MTMD requirements and Tome V – Signalisation routière.
  • Knowledge of Transportation Association of Canada — TAC standards is considered an asset.
  • Good working knowledge of AutoCAD.
  • Ability to interpret engineering drawings, traffic-control plans, construction schedules, specifications, and contract documents.
  • Experience conducting site inspections and evaluating the field implementation of traffic management measures.
  • Strong understanding of pedestrian, cyclist, transit, and accessibility requirements in temporary traffic-management conditions.
  • Strong analytical, organizational, problem-solving, communication, and report-writing skills.
  • Ability to manage multiple priorities and coordinate several project sites simultaneously.
  • Prepare technical reports for preliminary design studies, review comments, presentations, and traffic management recommendations.
  • Prepare traffic management plans, specifications, and cost estimates.
  • Availability to conduct field inspections and attend construction sites as required.

 

Language of Work for Positions Permanently Located in Québec

Knowledge of French is required for positions permanently located in Québec so that the incumbent can communicate with colleagues, clients, and partners in Québec as necessary. French-language training is offered to employees in permanent Québec positions who do not have a sufficient level of French.

Other Language Requirement

Fluency in English is required for this position in order to communicate with colleagues, clients, partners, and suppliers located outside Québec, as well as to understand the technical and scientific documentation used in our industry.
